Job Summary:

With over 400 employees, the Baltimore City Department of Housing and Community Development (DHCD) works with communities to revitalize and strengthen city neighborhoods. DHCD leads the Reframe Baltimore Initiative which is focused on reducing the number of vacant properties in the city and supporting current residents through different housing resource programs. The Equity Officer reports directly to the Housing Commissioner and serves as a member of the Agency’s Executive Leadership Team, partnering with other senior leaders to develop and drive forward the key strategies to be a diverse, equitable and inclusive organization. This position will work with all offices in DHCD to ensure that agency programs equitably support Baltimoreans. The Equity Officer will serve as an agencywide resource for DEI research and best equity practices in the housing, development, health, employment fields, and beyond. The position also serves as ADA coordinator and is the agency’s liaison with the Baltimore City Office of Equity and Civil Rights.

Essential Functions:

  • Develop consistent communication and feedback mechanisms to ensure we can identify, discuss, and address equity issues impacting our clients, employees, residents, and partners.
  • Develop communication systems to share best practices, highlight bright spots and keep staff apprised of key initiatives and activities.
  • Lead and/or coordinate agency trainings related to diversity, equity, and inclusion (DEI).
  • Provides strategic leadership in the development of culturally specific and culturally responsive policy and service delivery models, as well as creating standardized guidelines and criteria for culturally responsive and culturally specific programming.
  • Serve as ADA coordinator for DHCD. Serve as DHCD’s Language Access Liaison and oversee the implementation of the agency’s Language Access Plan, including writing the annual language access report as required by City law.
  • Represent DHCD at external events, such as city council hearings, community association meetings, and meetings with partners and stakeholders.
  • Prepare reports for internal and external use.
  • Work with leadership to examine procedures and practices and identify what needs to evolve, be changed, or initiated.
  • Continue to stay informed of current DEI research and best practices in the housing and community development fields and beyond.
  • Partner with DHCD Management to ensure continuous learning and quality improvement regarding Key Performance Indicators (KPI’s) and DEI metrics, and organizational culture and practice.
  • Partner with Chief of Strategic Communications to communicate our commitment, our practices, our accomplishments, and our learnings more broadly. Other related duties as assigned.

Minimum Qualifications:

Education: A bachelor’s degree in business or public administration, Sociology, Education, Ethnic Studies, Communication, Social Work, Public Health, Political Science Management, or related field from an accredited college or university.

AND

Experience: Have four years of experience in the DEI field.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, & Abilities:

  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
  • Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to research and write complex narrative and statistical reports.
  • Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
  • Ability to establish and maintain effective working relationships with city officials, community and business groups.
  • Ability to plan, implement and administer high-level, high-profile special initiative program or project.
  • Ability to establish and maintain effective liaisons with people of varied backgrounds, including clients, families, neighbors, government representatives and officials and public and private community institutions, service providers and personnel.
  • Ability to communicate effectively, both orally and in writing.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

Residency Requirement & Financial Disclosure

This position is subject to Article I, Section 7-10 of the Baltimore City Code, which mandates that the incumbent both reside and be a registered voter of

Baltimore City at the time of appointment or sign a declaration of intent to become a City resident and registered voter within 6 months of the effective date of their appointment. Failure to comply with the declaration of intent will result in immediate termination. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
