What You Will Do

This position will be filled at either the Program 1 or 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Program Manager 1 ($85,900 - $139,900)

The Program Manager will provide leadership and support project management and construction activities for an assigned portfolio of projects. They will work closely with Control Account Managers to determine resource needs and facilitate procurement activities. They will monitor construction progress and track materials needed that include stand-alone equipment (SAE), government furnished equipment (GFE), fabricated items, commercial off the shelf (COTS) items, and other resources needed for successful execution of Line-Item and MIE Projects. The Program Manager will participate in Integrated Project Team (IPT) meetings and be the intermediary between Project Management, Construction, Procurement, Procurement Engineering, Engineering, Quality, Logistics and other organizations to ensure materials are readily available when needed for execution.

Program Manager 2 ($104,100 - $172,200)

In addition to what is outlined above a higher level Program Manager should be able to work independently, exercise consistent sound judgment, and assume more complext work as well as training and mentoring responsibilities.

What You Need

Minimum Job Requirements:

Program Manager 1

The Program Manager will review project schedules, engineering drawings, technical specifications, installation instructions and other technical information to fully understand the scope of each project, and the resources needed for timely execution. Additionally, the Program Manager:

• Serves as the primary interface with customers to develop and maintain relationships and to negotiate and define mission goals and programmatic deliverables.
• Provides leadership, vision, and strategic and tactical planning for execution of an assigned portfolio consisting of one or more small and/or less-complex programs impacting multiple organizations.
• Uses judgment within defined practices in defining work breakdown structures to assign programmatic deliverables to projects or develops other means to accomplish the work.
• Under supervisory direction, interfaces and negotiates with line managers to accomplish programmatic work not assigned to projects.
• Under supervisory direction, establishes reporting and documentation requirements with the internal customer and serves as the primary spokesperson to report status, manage expectations, and warn of upcoming issues to Laboratory senior managers and customers.
• Entry-level knowledge of program management of non-science and non-engineering work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
• Entry-level knowledge of the operational discipline of the assigned portfolio(s).
• Knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
• Ability to develop and nurture effective internal customer relationships.
• Ability to interact effectively with all levels of internal personnel; building trust, gaining consensus, and resolving conflicts.

Additional Job Requirements for a Program Manager 2

In addition to the requirements outlined above, qualification at the higher level requires:

• Working knowledge of and experience in program management of non-science and non-engineering work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
• Working knowledge of the operational discipline of the assigned portfolio(s).
• Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
• Experience in developing and nurturing effective customer relationships.
• Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
• Demonstrated experience in sharing knowledge in the form of training and mentoring.

Education/Experience at lower level: Position requires a Bachelor's Degree from an accredited institution and 2 years of directly related program management experience; or an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related program management experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Technical knowledge and demonstrated experience in the areas of construction, project management, procurement, engineering, supply chain and quality assurance; as well familiarity with:

• DOE O 431.3B (Program/Project Management for Acquisition of Capital Assets)
• LANL's P841-1 (Quality Procurements)
• LANL's PF-4 facility operations
• MTO & CBOM processes
• Procurement, Inventory, and Warehousing activities

Work Schedule: This position may require 24/7 coverage, which could involve working a shift schedule. Employees maybe eligible for shift differential pay when assigned by their manager. Shift assignments are at the discretion of the manager.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

• Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
