Purpose

The University of Texas at Austin is seeking a detail-oriented, and experienced Restricted Research Project Manager to oversee the Secure Research Environment (SRE) and support the university’s restricted research program. The SRE is a specialized, secure lab space combined with a set of policies and procedures designed for research involving controlled unclassified information (CUI). The Restricted Research Project Manager provides critical oversight of the SRE physical location and ensures the SRE operates efficiently, safely, and in full compliance with all relevant regulations and standards.

Responsibilities

Facility Oversight

  • Manage daily operations of the SRE, including maintaining the physical security and integrity of the space. Serve as a liaison between facilities services, building staff, researchers, and core facility operations.
  • Facilitate maintenance and upgrades of the facility’s infrastructure, including HVAC, electrical, and IT systems to support secure research activities, by submitting work orders, requesting budget proposals, managing work schedules, and following up to ensure completion.
  • Develop and maintain professional and supportive relationships with SRE users, building tenants and other stakeholders to ensure a high level of customer service. Serve as a liaison with researchers working in the SRE or with restricted research. Explain and enforce security procedures.

Operational Support

  • Create forms and workflows and format documents as requested to support a controlled environment for Controlled Unclassified Information. Inventory IT equipment and components, order and track as needed.
  • Maintain comprehensive records and reports on facility operations, facility access, security incidents, maintenance activities, compliance audits, expenses, and restricted research projects in the SRE.
  • Support supply chain integrity through the controlled ordering of equipment and supplies. Coordinate with OVPR finance to monitor and track finances supporting the SRE.
  • Monitor expenses and invoice users for services rendered.

Security Protocols

  • Implement and monitor security protocols aligned with NIST 800-171 to protect CUI and ensure secure research environment. Monitor and analyze physical security alerts. Provide reports on irregularities.
  • Liaise with researchers working in the SRE and with restricted research to track onboarding requirements, grant user access, and remove access. Ensure users are knowledgeable of security protocols, compliance requirements, and facility procedures.
  • Manage a visitor access process to approve and escort visitors throughout controlled environments.

Required Qualifications

  • Bachelor’s degree and 5 years of relevant security or facility oversight experience.
  • Must be a U.S. citizen.
  • Strong organizational, problem-solving, and decision-making skills.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple priorities and work effectively in a fast-paced environment.
  • Strong communication and interpersonal skills to liaise effectively with researchers, IT staff, security personnel, and external vendors.

  • Problem-solving skills and the ability to respond effectively to emergencies and security incidents.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

  • Knowledge of regulations and standards related to controlled unclassified information, NIST 800-171, CMMC 2.0, and secure facility operations.
  • Experience in a research facility or lab management.
  • Familiarity with access control systems and procedures.

Salary Range

$80,000 + depending on qualifications

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
