Job Description

This is a full-time, benefits-eligible position supporting Phase 2 of the multi-county California PADs Project. The Assistant Project Director will be primarily responsible for the financial management of the project. They will work closely with the Director of Sponsored Programs and the BBI Director of Research Administration to oversee all project-related contracts and agreements, including drafting, revising, and renewing them as needed. Additionally, they will manage subcontracts, purchase orders, and associated invoices to ensure the accurate allocation of costs to each county in accordance with contractual terms. The Assistant Project Director will also be responsible for creating templates and establishing a structure for regular internal and external financial reporting, as well as for communicating essential financial information and updates to project management, university leadership, and other key stakeholders. Some travel to California is required for project meetings and other convenings.

Education and Experience

  • Minimum of BA in Business, Accounting or related field with five (5) plus years of experience in a position managing subcontracts on sponsored research projects.
  • Experience with SU systems for accounting, sponsored programs, and contracts required.
  • Demonstrated experience in contract management, financial compliance, and risk analysis.
  • Demonstrated experience in project management, and financial management of sponsored research projects.
  • Experience with managing subcontractor agreements, tracking budgets and spending.
  • Experience with the PADs project, project participants and stakeholders.

Skills and Knowledge

  • Strong understanding of California government contracting procedures and relevant regulations.
  • Ability to interpret and apply legal and financial concepts in a university environment.
  • Excellent communication and coordination skills across multidisciplinary teams.

Responsibilities

  • Oversee the background vetting and checks of potential vendors and subrecipients.
  • Draft, finalize, renew, and update all contracts with subcontractors and vendors as needed.
  • Manage invoicing and payments, ensuring they are processed accurately and promptly.
  • Review invoices for accuracy, compliance, and alignment with the project scope.
  • Track budgets and expenditures for each county and subcontractor/vendor.
  • Develop templates and establish a structure for regular financial reporting, to be coordinated with and approved by the external Project Director and the BBI Director of Research Administration.
  • Ensure smooth implementation and timely follow-up for regular financial reports, as well as ad-hoc financial analyses as needed.
  • Review all project-related contracts to ensure completeness, accuracy, and compliance with county policies and applicable California state and federal regulations.
  • Oversee vendor and subcontractor adherence to confidentiality requirements as outlined in County Agreements.
  • Coordinate deliverables and financial communications with project management, counties, and other stakeholders.
  • Promote unified representation of Syracuse University by coordinating financial communications among internal departments, including the Office of Sponsored Programs, Office of Sponsored Accounting, Legal, HR, IT, and the Burton Blatt Institute.
  • Attend and lead as needed, internal and external meetings and contribute financial insights and updates.
  • Provide guidance on various financial, accounting, and related legal issues as they arise throughout the project.
