This posting will be used to fill a full-time, permanent, Planner III position in the Long Range Planning Section in the Planning Division of the Office of Planning and Zoning.
The Long Range Planning Section is responsible for preparing, updating, or amending, and implementing planning documents and reports. These include the General Development Plan, Town Center Plans, Region Plans, Water and Sewer Master Plan, and other functional plans as needed or mandated. The LRP Section is also responsible for administering the comprehensive rezoning process; conducting data and GIS analysis on a variety of planning topics; preparing staff comments on development applications; reviewing amendments and preparing legislation for Water and Sewer Plan amendments; developing urban design concepts and plans; preparing and managing grant applications; coordinating briefings and public hearings with the Planning Advisory Board; working with advisory committees; and providing public outreach and customer service.
This is responsible supervisory and complex professional work in the field of comprehensive planning.
NATURE AND VARIETY OF WORK
This Planner III position will be responsible for planning, scheduling, and conducting major planning projects and other implementation strategies of the adopted master plans. The work includes responsibility for defining project questions or problems, designing project methods and procedures, and carrying through to completion major planning assignments. Supervision may be exercised over Planner I and Planner II and paraprofessional subordinates when assigned to assist in surveying, researching, and drafting written reports, legislation, or related graphic materials. This position’s work program and initiatives are set forth by a lead person or supervisor, but the employee exercises considerable initiative and judgment in carrying out assigned projects. The work is reviewed periodically by the supervisor.

Oversees and coordinates the processing, review and development of recommended departmental positions on complex projects involving land use, environmental resources, transportation or urban design.
Conducts research, planning, and technical analyses for complex planning projects related to land use, environmental resources, transportation or urban design.
Project management of site-plan reviews, zoning and subdivision regulations, and large-scale land use proposals.
Assists in the formulation of planning or zoning policy; represents superiors at various meetings; provides information on planning matters and regulations to the public.
May supervise the work of subordinates assigned to specific planning studies or to projects involving tabulating, compiling, and drafting survey data for reports and the preparation of component portions of major reports and/or supervises planning analysts in review of zoning issues and development plans.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the current principles and practices of planning and land use policies.
Thorough knowledge of research methods employed in the collection, evaluation, and presentation of planning data.
Thorough knowledge of laws, regulations, and policies as they apply to planning, zoning and land use controls.
Ability to present research and study briefings, written and oral, in a clear, concise, and understandable manner to citizens, elected officials and other professionals.
Ability to manage professional and technical employees engaged in planning studies, programs and projects.
Skill in preparing and presenting findings and recommendations effectively both orally and in writing.
Ability to establish effective working relationships with subordinates, appointed and elected officials, state and local government representatives, and citizen interest groups.
A bachelor’s degree from an accredited four year college or university with course work in Planning or Environmental Science, Natural Resource Planning, Geography, Geology, Social Science, Public Administration, Public Policy Analysis, Landscape Architecture, or a closely related field; four (4) or more years of experience in professional planning and zoning work, or a related field; and a valid non-commercial Class C motor vehicle operator’s license.
