An exciting opportunity to join a multi-disciplinary team working on one of the largest Disaster Recovery Programs in the United States. You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory’s infrastructure.

The USVI Office of Disaster Recovery, a division of the Virgin Islands Public Finance Authority, has entrusted us with the critical task of managing and supporting federally funded recovery projects across the U.S. Virgin Islands. Our work will involve overseeing the reconstruction of key educational, healthcare and infrastructure projects, all of which were severely impacted by Hurricanes Irma and Maria in 2017. As an Infrastructure Communication Manager, you will play a crucial role in ensuring seamless communication between various stakeholders involved in infrastructure projects in various geographies in the Caribbean islands of USVI. In this role, you will be responsible for developing and executing communication strategies that facilitate collaboration between engineers, government officials, contractors, and the public. Duties include overseeing project updates, managing crisis communication, and ensuring that information is accurately conveyed to all parties. Additionally, you will work to enhance transparency and build public trust by addressing concerns and promoting awareness of infrastructure initiatives. With strong leadership, organizational, and interpersonal skills, you will help bridge gaps between technical experts and non-specialist audiences, ensuring smooth project execution and fostering positive community engagement.

An Infrastructure Communication Manager, you play a vital role in ensuring smooth communication across various stakeholders in infrastructure projects.

Key responsibilities include:

  • Develop communication strategies, create effective plans to convey project information clearly and efficiently.
  • Engage with engineers, contractors, government officials, and the public to maintain transparency.
  • Handle unforeseen challenges by providing timely and accurate responses.
  • Address concerns, educate the public, and foster trust in infrastructure initiatives.
  • Manage reports, press releases, presentations, and digital content for clarity and accessibility.
  • Serve as a spokesperson, ensuring accurate representation of projects in public and media discussions.
  • Monitor and feedback analysis, gather insights from stakeholders to refine communication efforts and improve outreach.

Here's what you'll need

  • Bachelor’s Degree in Communication, Public Relations, Journalism, Business Administration, or a related field.
  • 5+ years of experience in corporate communication, public relations or stakeholder engagement, preferably in the infrastructure or construction sector.
  • Demonstrated ability to manage crisis communication, media relations, and public outreach efforts.
  • Strong written and verbal communication skills.
  • Experience in developing and executing communication strategies for large-scale infrastructure projects.
  • Familiarity with government regulations, environmental impact assessments, and industry compliance requirements.
  • Strong leadership and interpersonal skills to coordinate between technical experts, government officials, and community stakeholders.

Posted Salary Range: Minimum

130,000.00

Posted Salary Range: Upper

180,000.00

The base salary range for this position is $130,000.00 to $180,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
