Required Qualifications:

Education: Graduate of an accredited program for medical record administrators or medical record technicians.

Licensure: Current RHIA or RHIT

Experience: Two (2) to three (3) years previous experience in an HIM Department; and demonstrated supervisory experience.

Skills, Knowledge, Abilities: Ability to effect change by assuming leadership roles in teams and supporting the growth and development of team members. Ability to communicate and collaborate with physicians and staff. Decisiveness when needed, integrity, responsibility, and accountability. Good written communication skills, fair and rational. Thorough working knowledge of personal computers, ICD-9-CM and CPT coding and reimbursement.

Preferred Qualifications:

Education: College level courses in management and computer sciences.

Licensure: None

Experience: One (1) to two (2) years of supervisory experience in a Health Information Management Department.

Skills, Knowledge. Abilities: Understanding of Novell network management.

Responsibilities

  • Coordinates, leads, guides, and maintains oversight of projects and processes that provide HIM services across the healthcare enterprise for all venues to include in-patient, out-patient, Memorial Physician Clinics, and facility initiatives.
    • Development and implementation of cost effective strategies to meet departmental services demands across the healthcare enterprise.
    • Serves as project leader to plan, develop and implement new service strategies to include evaluation of processes on an on-going basis.
    • Implements and oversees changes in information distribution for patient care across the healthcare enterprise.
    • Oversight of CMS Recovery Audit Contractor workflow status and compliance.
    • Participation in statewide Health Information Exchange initiative as indicated.
    • Oversee and insure that all legal tenants related to healthcare privacy and departmental HIP AA Compliance are implemented and maintained.
    • Participates as needed in healthcare enterprise cost containment projects, service expansion needs and other initiatives as they develop.
    • Evaluates and recommends product and technology to improve department service in an effective, accurate and timely fashion.
    • Serves as a management resource to facility wide service lines, the Medial Staff and hospital staff and responds to concerns and problems.
  • Effectively manages timely and accurate services in all functional areas.
    • Coordinates and guides functional area management and project management to supervisory staff members to insure an effective daily operation continuum of leadership.
    • Develops goals, action plans, policies and procedures related to operational process change and/or improvement.
    • Implements new processes and monitors effectiveness of actions providing feedback and modifications as indicated.
    • Responds to inter-departmental, intra-departmental and physician problems promptly and effectively.
    • Develops processes, action plans and policies and procedures to support compliance with Medical Staff Bylaws and Rules and Regulations, the JCAHO, federal and state and other regulatory bodies.
    • Maintains a thorough working knowledge of processes and information systems and staffing patterns to effectively manage daily operations.
  • Assists in continued delivery of cost-effective, compliant customer based departmental service.
    • Maintains a positive and open relationship with Chief Medical Officers, hospital management staff, departmental staff and customers to effect positive outcomes in working through others.
    • Maintains awareness of and actively participates in the application of reimbursement law and policy to support facility financial statutes and insure compliance.
    • Monitors department costs to insure budget compliance and justifies deviations and assists to plan future departmental budget.
    • Assists in the evaluation of alternatives to manage work backlog and special projects through both internal and external resources.
    • Monitors customer satisfaction on an ongoing basis.
    • Monitors functional areas to assess equipment needs and supply utilization patterns to achieve uninterrupted cost effective resource utilization.
  • Facilitates the development and implementation of team process.
    • Schedules and holds regular meetings with supervisory and functional area staff members with accurate documentation of proceedings.
    • Serves as a participating member of both medical and hospital staff committees.
    • Assists in the development and maintenance of on-going facility record review processes and departmental monitoring.
    • Aggregates, analyses and oversees the acquisition of quality and compliance data in support of facility and departmental performance improvement.
    • Mentors staff to assist in the achievement of overall departmental performance.
  • Responsible for Human Resources Management
    • Ensures staffing is appropriate to provide effective services to the medical Staff, Health Information Management Department and other customers.
    • Conducts interviews and makes recommendations to the Department Director regarding hires and terminations.
    • Prepares time and pay sheets and audits time and attendance routinely.
    • Completes orientation and employee evaluations timely.
    • Counsels staff as appropriate.
    • Acts as a mentor to employees.
