Job Description Summary:

Plans, organizes, coordinates and directs as assigned in the Health Information Management Department. Directs and monitors all aspects and functions of the HIM Department to ensure compliance with regulatory agencies. Position is responsible for assisting the Director in developing operational plans, work methods, staffing needs and policies and procedures. Supports the HIM Managers/Supervisors in running the day-to-day operations of the department. Employee is subject to call back and overtime as required by the hospital.

ESSENTIAL JOB FUNCTIONS:

  • Plans and directs activities pertinent to Health Information Management: JCO standards, Medical Staff Bylaws/ Rules and Regulations, Patient Care Committee, Medical Record Review/ Clinical Pertinence, Policies/ Procedures, Compliance with Regulatory Agencies, EMR, Governing Inspections, Electronic Systems, and Information Technology.
  • Develops, re-evaluates and interprets Health Information Management Department policies, procedures, and job descriptions. Serves as a resource to employees, managers, and clinical staff in findings innovative ways to resolve operational opportunities.
  • Monitors activities of the Health Information Management Department to assure the compilation and maintenance of a complete and accurate medical record for every patient.
  • Responsible for management function such as interviewing, hiring, training, scheduling, assigning and monitoring work, developing and motivating staff, performance evaluations, counseling, disciplining, and terminating.
  • Communicates and interfaces effectively with the medical and hospital staff, other departments, and other medical facilities to ensure timely, accurate medical information.
  • Develops plans to improve processes within the department including work flow and physical renovations and relocation of the department.
  • Actively involved in the evaluation, project planning, system design, database build, testing, and development of training plans, training, implementation, insulation and utilization of electronic systems impacting HIM.
  • Works with the medical director to assist in communication and medical record documentation requirements for physicians. Directly serves as the Joint Commission Chapter leader for record of care.
  • Assist in making long-range plans for the department, and development of mechanisms to measure the attainment of goals and objectives. Monitors quality indicators on a continuous basis to ensure compliance with goals, reviews opportunities with compliance, makes recommendations to Director for resolution and attainment of goals.
  • Assists Director with the preparation of the departmental budgets including operational, capital, and FTE budgets. Works with vendors to obtain pricing for new equipment or services and writes justifications as needed. Monitors accounts and expenditures.
  • Serves as the Chairman for the facility forms committee.
  • Performs related responsibilities as required are directed.

JOB SPECIFICATIONS:

EDUCATION:

  • Skill and proficiency in the principles, concepts, and techniques of Health Information Management and knowledge of information technology. Such proficiency is acquired through the completion of a Bachelor degree or associate degree program in Health Information Management. A bachelor degree is preferred.

LICENSURE, REGISTRATION, CERTIFICATION:

  • Current registration with the American Health Information Management Association as a Registered Health Information Administrator (RHIA) or a Registered Health Information Technologist (RHIT) is required with RHIA preferred.

EXPERIENCE:

  • Knowledge of medical record practices, information technology, governmental payment systems, JCO requirements, and all State and Federal regulations affecting the medical record function is normally acquired through 5 - 7 years’ experience in Health Information Management. Ability to understand and prepare complex written materials and prepare and analyze statistical and Health Information Management data. Ability to communicate verbally and in written form with all levels of peers, management, physicians, and other customers.
  • Knowledge of Hospital and Department policies and procedures as acquired through 2 to 3 months of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of computer applications and electronic medical records including an understanding of system integration and interfaces.
