WHAT YOU WILL DO:

The E-Learning Developer (Training and Development Specialist IV) performs highly complex (senior-level) training work. Works under limited supervision, with moderate latitude in the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  • Design, develop, and evaluate e-learning content to include computer-based training, instructional video courses, webinars, and desk-aids.
  • Create graphics, animations, and videos for e-learning training purposes and for marketing and communication products.
  • Coordinate, design, and develop formal complex curricula that require extensive interaction and coordination with high-level administrators and subject matter experts using approved guidelines and processes.
  • Identify, coordinate, plan, and work on training strategies, budget items, training assessment tools, and/or training resolutions.
  • Administer Web Conferencing and Webinar training activities.
  • Navigate a Learning Management System (LMS) to build curricula, courses, modules, assessments, and other learning content.
  • Develop methods for assessing and evaluating training effectiveness.
  • Upload and maintain courses, names of users, etc. within an LMS.
  • Manage multiple projects using project management methodologies and tools.
  • Deliver and facilitate presentations and meetings with high-level administrators on a frequent basis.
  • Serve as mentor for other Training and Development Department staff.
  • Build and maintain communication and working relationships with Administrative and Program staff, community, and co-workers to accomplish the department's goals and objectives.
  • Serve as consultant/resource as deemed necessary.
  • Manage training content to ensure it is compliant with Section 508 Accessibility requirements.
  • Prepare and supervise the preparation of documents including correspondence, proposals, briefings, reports, and training materials.
  • Work on department special projects and other related work as assigned to meet department goals and objectives.
  • Demonstrate strong attention to detail, offer creative solutions, and possess analytical skills.
  • Perform other duties as assigned.

YOU QUALIFY WITH:

  • Three years of experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operation or programs which included giving group presentations.
  • Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT WITH:

  • Knowledge of instructional design models, principles, and techniques.
  • Experience using Adobe suite (including Photoshop, Illustrator, and Premiere Pro) and Camtasia.
  • Experience in developing curricula using e-learning authoring software such as Articulate 360, SoftChalk, Blackboard, or Moodle.
  • Experience with current HTML5 and CSS3 standards.
  • Experience with current responsive design techniques.
  • Proficiency with Microsoft Suite, MS Teams, Zoom, or other authoring tools.
  • Knowledge of Section 508 of the Rehabilitation Act accessibility requirements.
  • Facility with writing documents that are grammatical, well-developed, organized, and appropriate for the given audience and purpose.
