The Electric Field and Operations Superintendent will supervise and coordinate essential services such as substation maintenance and operations, and automation. This includes lead craft positions that perform both routine and emergency operations of the Anaheim electrical system to maintain grid reliability. This role involves the supervision of high- and low-voltage equipment installations and maintenance, including transformers, breakers, switches, and various electrical systems. Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Coordinate the organization, scheduling, and operational activities for electric system field maintenance and repair services and activities within the Electric Systems Division including transmission and distribution system, street light, substation, and electric meter maintenance and repair.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for electric system field maintenance and repair services and activities; recommend and implement policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate, and review the work plan for assigned electric system field maintenance and repair services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Participate in the selection of Electric Systems Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of the Electric Systems Division budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Review current and completed work of electric crews to ensure high productivity and efficiency; ensure that appropriate quality standards are maintained; establish safety procedures and guidelines for accident prevention.
  • Participate in directing the work of Electric Systems Division crews during emergencies and unplanned system outages.
  • Prepare proposals, specifications, scopes of work, and agreements for projects, contractors, and major purchases; oversee and monitor the work of consultants and contractors.
  • Implement and monitor the electric system maintenance plan; investigate new work methods and equipment to improve maintenance and repair activities; participate in the development of specifications for the purchase of equipment.
  • Develop and implement regulatory compliance plans; implement, monitor, and comply with hazardous material handling procedures; ensure compliance with local, county, state and federal regulations.
  • Provide staff assistance to the Electric Systems Manager; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate electric system field maintenance and repair services activities with those of other divisions and outside agencies and organizations.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of electric systems maintenance programs; incorporate new developments as appropriate into programs.
  • Perform related duties as required.

Qualifications

Experience and Education: Five (5) years of responsible electric system field maintenance and repair experience related to area of assignment including one (1) year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized training in electrical system design, electrical theory, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operational characteristics, services, and activities of an electric system field maintenance and construction program; principles and practices of electrical line, substation and related system maintenance and repair; electrical engineering theory, principles and practices and their application to a wide variety of field maintenance activities; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; modern office procedures, methods, and equipment including computers; computer applications such as word processing, spreadsheets, and statistical databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct assigned electric system field maintenance and construction programs; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing assigned electric system field maintenance and construction services; understand the organization and operation of the division and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the division to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; interpret and explain City policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work

License/Certification Required: Possession of an appropriate, valid driver's license.

Environment/Working Conditions

Environmental Conditions: Work is primarily performed in a standard office setting with occasional travel from site to site and exposure to an outdoor field environment and all types of weather and temperature conditions; may work irregular hours; exposure to electrical energy; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.

Physical Conditions: Primary functions require sufficient physical ability and mobility to work in an office setting and in a field environment; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate equipment and vehicles; and to verbally communicate to exchange information.
