BASIC FUNCTION

The Chief of Integrated Operations provides strategic, executive-level leadership for the planning, coordination, and oversight of the district’s operational infrastructure and technology systems. This role is accountable for ensuring efficient, equitable, and sustainable delivery of support services in areas such as Nutrition Services, Facilities and Maintenance, Real Estate and Construction, Information Technology (IT), and Enterprise Resource Planning (ERP). This position serves as a key advisor to the Superintendent and a member of the Superintendent’s Cabinet, contributing to districtwide planning, resource alignment, and strategic decision-making. This position reports directly to the Senior Chief of Operations. The Chief works in close collaboration with senior district leaders to align operational priorities with academic goals and district-wide equity initiatives.

REPRESENTATIVE DUTIES

  • Provide executive leadership and systems integration across the district’s operational and technology infrastructure, including Facilities and Maintenance, Real Estate and Construction, Enterprise Resource Planning (ERP), Information Technology, and Nutrition Services.
  • Ensure operational excellence, financial efficiency, regulatory compliance, and equity in service delivery across all areas.
  • Supervise, evaluate, and support leaders responsible for the above departments, fostering a culture of innovation, accountability, and continuous improvement.
  • Collaborate with instructional and business leadership to align infrastructure and systems with the district’s Strategic Plan and Superintendent priorities.
  • Lead long-term planning for capital improvements, technology upgrades, energy efficiency, and space utilization.
  • Guide strategic direction and resource prioritization for facility master planning, capital investments, and real estate strategy in alignment with long-term district goals.
  • Synthesize complex operational data into strategic insights and actionable recommendations for the Superintendent, Board of Education, and key stakeholders; make presentations to district management, Board of Education, district employees, parent groups and other stakeholders regarding district business operations status and activities.
  • Collaborate with relevant departments to ensure alignment and continuity with emergency preparedness, operational continuity, and safety planning.
  • Set fiscal strategy and ensure alignment of multimillion-dollar operational budgets with district priorities, equity goals, and long-term sustainability.
  • Establish and monitor KPIs for service delivery, infrastructure investment, technology modernization, and equity-driven outcomes across all departments under the Chief’s leadership.
  • Serve as the district’s executive liaison to community partners, vendors, regulatory agencies, and the Board of Education on matters related to operations and technology.
  • Advise the Superintendent and Board on policy implications related to operations, technology, facilities, and nutrition
  • Lead efforts to integrate racial equity and social justice (RESJ) into operational policies, workforce development, procurement, and decision-making processes.
  • Engage community stakeholders and historically underserved populations in decision-making processes related to district facilities, technology access, and student support services
  • Demonstrate a strong commitment to Portland Public Schools’ Racial Equity and Social Justice Commitment by deeply understanding and applying the district’s Racial Educational Equity Policy. Lead and actively participate in professional development, training, and initiatives focused on diversity, equity, and inclusion in both the workplace and K–12 education. Model equitable and inclusive behaviors, and identify, recommend, and implement improvements to leadership and educational practices that reflect the needs and strengths of a racially and culturally diverse community.

KNOWLEDGE AND ABILITIES

The following knowledge and abilities are in addition to those outlined in the classification.

Knowledge of:

  • Executive-level leadership in aligning multi-disciplinary operational systems—including facilities, technology, nutrition, transportation, and capital improvement—with academic priorities and student outcomes.
  • Expertise in organizational change, equity-driven strategic planning, and systems thinking to foster continuous improvement in large, urban public sector contexts.
  • In-depth understanding of public governance, funding mechanisms, regulatory compliance, and labor relations in K–12 education.
  • Proven ability to lead cross-sector collaboration with public agencies, vendors, internal departments, and community stakeholders to drive innovation and inclusive service delivery.
  • Skilled in navigating complex political, financial, and organizational environments to implement systemic change and infrastructure investment strategies.
  • Strategic command of enterprise technology, data governance, and digital modernization to enhance operational resilience.
  • Advanced knowledge of capital planning, sustainability practices, construction management, and school facility standards.
  • Mastery of public sector fiscal management, including budget development, financial reporting, and resource optimization.

EDUCATION AND EXPERIENCE

Education: Bachelor’s degree in Business Administration, Public Administration, Engineering, Information Technology, Education Leadership, or related field; Master’s preferred.

Experience: Minimum ten (10) years of progressive leadership experience in operations or technology, preferably in a large, urban school district or public agency. Experience managing complex systems and multi-source budgets, leading cross-functional teams and high-level staff with a focus on organizational effectiveness and equity.

Preferred Qualifications: Experience with school district and individual school building operations and familiarity with K–12 education policies and systems. Familiarity with enterprise systems, facilities and capital planning, and federally regulated nutrition service models in K–12 environments. Bilingual or multilingual abilities.

Special Requirements:

Work hours may include on- and off-campus evening and weekend activities and meetings and district, school and student functions.

Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP/IAP, after serving six months under a PERS employer.
