Job Description and Duties

Under the direction of the Public Advisor, the Director of Tribal Affairs helps cultivate relationships and ensure inclusion, participation and partnership with California Native American tribes in CEC projects, programs, planning, and policies. The Director leads CEC’s Tribal Affairs program across the agency and coordinates externally with other governments, agencies, and organizations. The Director collaborates closely with CEC commissioners, executive leadership, division directors, and counterparts from state and federal agencies. In addition, the Director advances work that requires a high degree of skill in planning, project management, team leadership, communication, presentation, collaboration, problem-solving, policymaking, and program evaluation.

In this capacity, the Director will also serve as CEC’s Tribal Liaison, if and as designated, pursuant to the CEC Tribal Consultation Policy.

Working Conditions

This position provides hybrid telework opportunities. Beginning July 1, 2025, employees may be required to work in-person four days per week under the Energy Commission's telework policy currently under development as required by Executive Order N-22-25 and current CalHR guidance. CEC will review requests for exemptions on a case-by-case basis, with consideration to operational needs and the benefits of in-person interaction. Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

Department Information

The CEC was established by the Legislature in 1974 to address energy challenges facing the state. Today, the CEC is the state's primary energy policy and planning agency and is leading the state to a 100% clean energy future. Serving all Californians, the CEC embodies diversity, equity, and inclusion, and has taken an active and meaningful role in creating an environment that enables each employee to thrive. The CEC supports a hybrid workplace model with a workforce of office-based and remote-centered workers. The CEC operates under the umbrella of the California Natural Resources Agency and shares offices with the agency in a LEED Platinum Certified Building in downtown Sacramento.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Experience planning and conducting outreach, engagement, and consultation with California Native American tribes on complex energy policy, reporting, planning, and program initiatives.
  2. Demonstrated ability to effectively liaise with top-level executives, management, private and public sector representatives, the Legislature, the Governor's Office, and state, federal, tribal, and local governments and government agencies on tribal affairs matters.
  3. Ability to develop and implement policies and programs directed towards increasing participation of California Native American tribes in state energy programs and policies.
  4. Knowledge of energy, economic, resource, cultural, and other relevant matters, conditions, needs, and priorities of California Native American tribes related to CEC’s work.
  5. Experience effectively coordinating and/or managing an interdisciplinary staff.

Examination Information

This examination consists of an application and statement of qualifications (SOQ) Rating Process - weighted 100%.

The examination will consist of an application screening process conducted by a designated screening committee, using predetermined rating criteria based on the desirable qualifications included in the examination bulletin. Applicants will be competitively ranked according to their qualifications and experience as stated on their application, resume, and Statement of Qualifications. Therefore, applicants must complete their application thoroughly and include specific details that address the desirable qualifications of this position.
