A non-merit vacancy exists in the Department of Public Works and Transportation, Bureau of Solid Waste Management.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Examples of Duties

Under general supervision, drives and operates single axle vehicles and operates single stream system equipment.

Examples of Essential Duties

  • Drives county vehicles including, but not limited to, forklift, bobcat, van and pick up.
  • Loads, unloads, or assists in loading and unloading equipment, tools, and materials.
  • Operates single stream equipment including baling machine.
  • Performs minor maintenance and equipment repairs daily including cleaning, greasing and fueling; assists mechanics with major repairs as necessary.
  • Transports crews and/or materials to and from jobs.
  • Responsible for tools and equipment as assigned.
  • Performs various manual labor tasks.
  • Maintains simple records and logs.

Examples of Other Duties

  • Leads and instructs other workers.
  • Trains and assists in the operation of unfamiliar Production Operator equipment and vehicles.
  • Performs other related duties as required.

Qualifications

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license.

Knowledge, Skills, and Abilities (Entry Level)

  • Knowledge of the operation and function of equipment and non-commercial weight vehicles.
  • Knowledge of unskilled and semi-skilled manual labor tasks.
  • Skill in the safe operation of assigned equipment and vehicles.
  • Skill in the safe operation of tools, equipment, and machines used on the job.
  • Ability to make minor or routine repairs and adjustments to equipment and vehicles.

  • Knowledge of the operation and function of vehicles and specialized equipment associated with single stream system and loading dock.

  • Ability to perform duties independently and as part of a team.
  • Ability to train on equipment and vehicles of higher complexity.

Conditions of Employment

Employees in this classification are designated as Emergency/Essential and may be required to work overtime with little or no advance notice.

Must maintain all licenses and certifications throughout employment.

Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including, climbing, bending, stooping, lifting and carrying heavy objects, and the operation of vehicles, tools, and equipment. This position requires the agility to frequently go up and down stairs and climb on and off of equipment. Ability to lift up to 50 lbs. Some work requires exposure to potentially hazardous conditions such as exposure to heat, cold, rain, snow, mud, ice, and airborne particles including dust.

Medical Examination and Employment Background Investigation

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

Health Insurance

In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts

Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement

Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave

Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
