Own Your Future. Modern Technology Solutions, Inc. (MTSI) is seeking a Acquisition Program Manager SME located at Wright Patterson AFB in Ohio.

The Acquisition Progam Manager SME will be working on a very small and agile team that will be communicating with internal and external stakeholders on various aspects of the program such as testing timelines, funding profiles, and programmatic schedules. The candidate will give weekly program status to leadership.

Responsibilities

&bull Exhibit and apply knowledge and experience in program management philosophy policies and procedures to DOD, Air Force, and other Services systems, subsystems, equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.

&bull Apply a full range of program management philosophy, policies, and procedures to perform a wide range of acquisition management activities in support of the existing and future AFLCMC programs.

&bull Exhibit an understanding of current DOD and USAF acquisition regulations, guidelines and processes.

&bull Support USG program management or USG lead on full life cycle requirements, subsystems, and equipment.

&bull Assist with the development of documents, such as, but not limited to, Memorandum of Agreements/Memorandum of Understandings (MOA/MOU), Statements of Objectives (SOO), Performance Work Statement (PWS), Statement of Work (SOW), Request for Proposal (RFP), Mission Needs Statements (MNS), Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD)/Capability Production Documents (CPD), and Analysis of Alternatives (AOA) and Technology Transition Plans (TTPs).

&bull Support the review of proposals, source selection activities, responses to program inquiries, program milestone activities, design reviews, evaluate and assess program schedule status, participate in process improvement activities, IPT&rsquos and Product/Process Improvement Working Groups (PIWGs) and other working groups, or other program management related activities as assigned by the customer.

&bull Assist in the collection of programmatic inputs for defining, developing and managing the acquisition and development/upgrades to the various organizations.

&bull Assist in producing or reviewing business case analyses, trade-off studies, estimates for acquisition, research and development and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans and data rights/intellectual property strategies.

&bull Provide support for strategic scheduling and planning to include documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.

&bull Develop, analyze, and maintain a master integrated program schedule using MS Project and Milestones Pro or other Government approved scheduling tool to include employ networking software tools and capabilities to support lower tier schedule networking, network statuses, generation of network graphics, assignment of realistic durations and relationships to network elements for assigned program/project.

&bull Support the development of contract strategies, work breakdown structures and the completion of a program risk assessment to document issues impinging on milestone execution.

&bull Provide support in the development of transition strategies and plans and lifecycle cost estimates.

&bull Assist in translating user requirements documents Concept of Operations (CONOPS) into RFP documentation.

&bull Provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to, the following: executive, readiness, technical, budget, design, weapon system, requirement working groups, supportability, and management reviews.

&bull Provide support to process and complete AF Form 1067 Modification Proposal activities to include logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results.

&bull Support early and pervasive integration of intelligence in force modernization efforts, from concept development through sustainment.

Qualifications

Required:

20+ years with the following skills and experience:

&bull Proficient with Microsoft Office products including Outlook, Teams, Word, and PowerPoint.

&bull Must be highly organized with strong attention to detail.

&bull Individual with highly effective communication and interpersonal skills.

&bull Self-starter, able to take initiative and accomplish work independently with minimal guidance.

Desired Requirements:

&bull Special Access Program (SAP) experience

&bull ACAT II and ACAT III experience

&bull Bomber, Fighter, or ISR experience

Education Requirements:

&bull Bachelor&rsquos degree in Finance, Business, Engineering, or related field required plus 18 years of experience

OR

&bull Master&rsquos degree in Finance, Business, Engineering, or related field required plus 10 years of experience

&bull PMP certification highly desired.

Clearance Requirements:

&bull TS clearance with SCI eligibility.

&bull U.S. Citizenship is required for this position.
