The Kentucky Department of Education (KDE), Office of Education Technology, Division of School Data Services has an opening for an IT Business Analyst position in Frankfort, KY.

The department seeks to hire a smart, experienced, hardworking, and dependable IT Business Analyst to join our dedicated team.

This position is eligible for consideration for a hybrid schedule that allows for a combination of three in- office workdays and approved alternative work scheduling. Telework will not be permitted outside the state of Kentucky.The agency may terminate or modify the telecommuting arrangement at any time.

DUTIES AND RESPONSIBILITIES:

  • Analyzes business processes and collaborate between internal and external stakeholders for the development, maintenance, and improvement of Information Technology (IT) systems solutions.
  • Develop and maintain a thorough understanding of the Kentucky Student Information System (KSIS)/Infinite Campus to effectively support operations and recommend innovative solutions to enhance data quality and utilization.
  • Collaborate with stakeholders to analyze and prioritize programmatic and business requirements, ensuring alignment with the agency’s strategic objectives and needs for data collection and reporting.
  • Assist in implementing and managing specific software programs, including KSIS Infinite Campus.
  • Provide user support and troubleshoot technical issues.
  • Identify risks and develop strategies to ensure successful delivery according to data standards, within scope and timelines.
  • Collaborate with KDE and district users to support Infinite Campus use through data standards, system documentation, and training resources.
  • Participate in quality assurance activities for system releases by creating test plans, test cases, and performing testing tasks.
  • Establish acceptance criteria to ensure successful system updates and changes.
  • Lead or assist in data quality assurance for reporting, including developing reports, test plans, test cases, and acceptance criteria for data output.
  • Apply analytical skills to monitor data quality using tools such as Excel & Structured Query Language (SQL).
  • Communicate internally and with program areas on the status of outstanding requests and initiatives.
  • Promote system functionality and reporting tools through well-written communication.
  • Follow the agency’s Style Guide and 508 Accessibility requirements to draft internal and external communications and documentation.
  • Conduct system process analysis and recommend collection and reporting solutions to streamline workflows and increase efficiency.
  • Gather, define, and document data requirements, and communicate them to internal and external programmers.
  • Collaborate with technical teams to design solutions that meet programmatic district requirements and leverage emerging technologies.
  • Analyze business processes and collaborate between internal and external stakeholders for the development, maintenance, and improvement of Information Technology (IT) systems solutions.
  • Perform other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT-related field.

EXPERIENCE, TRAINING, OR SKILLS: One year of systems analysis, IT support, business administration, public administration, or a related field of experience.

Substitute EDUCATION for EXPERIENCE: A master's degree in IT, business or public administration, or a related field will substitute for the experience requirement on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Two years of additional experience in computer programming, systems analysis, IT services, research and statistics, business administration, public administration, or a related field will substitute for the education requirement.

Work is typically performed in an office environment.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
