WHO YOU ARE:

A collaborative engaged professional that will partner with the TWC workforce team and service providers to uplift Texans and get them back to work. You are a senior technical analyst with research skills and a good understanding of broader program objectives who seeks to become a workforce program subject matter leader.

WHAT YOU WILL DO:

The Program Specialist V performs advanced (senior-level) consultative services and technical assistance work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  • Plan, prioritize, and perform a variety of technical, training, research, planning, policy, program assessment, evaluation, and administrative activities for the RESEA program
  • Provide high-level advice and counsel by interpreting policies, procedures, rules, regulations and standards related to the RESEA program.
  • Consult with agencies, program staff, workforce partners and evaluation partners to resolve problems, identify requirements and discuss evaluation effectiveness.
  • Provide technical assistance, training and consultation for the evaluation of the RESEA program and RESEA special projects
  • Attend and present at trainings, webinars, conference calls, meetings and workshops to maintain skills and knowledge related to evaluation
  • Review vendor evaluation deliverables and invoices
  • Assist in developing and implementing effective techniques for evaluating the RESEA program.
  • Speak to community and professional groups on evaluation related topics
  • Perform other duties as needed.

YOU QUALIFY WITH:

  • Two years and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
  • Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT WITH:

  • Bachelor’s Degree and advance skills in research and program evaluation
  • Certification as a Certified Texas Contract Manager (CTCM)
  • Advance skill using Microsoft Project, PowerPoint, and Excel or SQL
  • Knowledge of research techniques and program management processes and techniques
  • Skill in identifying measures or indicators of program performance
