Ideal Candidate
Hillsborough County is seeking a Solid Waste Section Manager to perform responsible senior-level managerial and advanced professional activities involved in directing multiple functions of the County Solid Waste System encompassing the Class 1 Landfill operation, Leachate Treatment Facility, composting, biosolids, and Tire Processing Facility. The ideal candidate must have the ability to plan and implement annual goals, objectives, and strategies for the Section to ensure efficient organization and completion of work. Ideal candidate will have experience in managing employee production, facility conditions, and a fleet of vehicles and equipment to ensure reliability of the solid waste systems. Ideal candidate must have integral knowledge of FDEP (Florida Department of Environment Protection) policies and procedures and the ability to communicate effectively during emergency conditions, using facts to support decisions and recommendations.

Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. - Manage the contracted operations for the continuing construction, operation & maintenance of the County's only class I landfill facility, negotiate contract modification, verify permit/contract compliance, evaluate & facilitate engineering solutions.
- Directs the activities of staff & outside consultants responsible for the maintenance & management of the County's closed landfill facilities (NW & HH), approve construction improvements, oversee engineering and permitting activities, manage landfill gas & leachate systems.
- Develop, recommend, analyze, justify and monitor: the Section's annual operating and capital expenditures; the Section's long-range projects within the County's Capital Improvement Program.
- Oversee the design, permitting and construction for the development of the new Class I landfill facility including project management, scheduling, contractor and consultant coordination, and responding to regulatory agency inquires/requirements.
- Oversee the management of the operation of the Leachate Treatment Facility; Leachate hauling & disposal; multiple professional engineering services; & site construction projects which include preparing/reviewing contractual documents and bid packages.
- Prepare and submit official correspondence, reports, studies, and cost analyses. Foster good rapport with other Sections within the Department and maintain a productive level of communication.
- Confer with upper management to keep them informed on key issues & progress toward objectives; make recommendations to assist upper management in making needed system improvements.
- Plan and implement short-term or annual goals, objectives and strategies for the section to ensure efficient organization and completion of work. Oversee compliance with employee and facility safety programs.

Minimum Qualifications Required
- Bachelor's Degree required. Job-related work experience may be considered for substitution of education; AND
- Minimum 10 years progressive experience in management, supervisions, and/or project management; OR
- An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above; AND
- Possession of a valid Driver's License.
Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
