Compensation:

Position Summary & Responsibilities

The position (K0218536)

The Kansas Department of Health and Environment has a Special Health Care Needs (SHCN) Program Manager opening in Topeka. The SHCN program promotes the functional skills of persons, who have or are at risk for a disability or chronic disease. The program manager and team of care coordinators are responsible for the planning, development, and promotion of the parameters and quality of specialty health care in Kansas in accordance with state and federal funding and direction.

SHCN provides specialized medical services to infants, children, and youth up to age 21 who have eligible medical conditions. Additionally, the program provides formula services to individuals of all ages diagnosed with phenylketonuria (PKU) and Maple syrup urine disease (MSUD).

Services may include diagnostic evaluations, treatment services, or care coordination.

Job Responsibilities may include but are not limited to the following:

Plan, organize and direct activities and manage resources necessary to operate and maintain the Special Health Care Needs (SHCN) program. Oversee the development and dissemination of materials used to inform families, providers, and the general public about SHCN population needs and services. Review, analyze and interpret state statutes, regulations and guidelines on annual basis or more frequently as needed to ensure the program is meeting the needs of SHCN clients and their families, SHCN providers, and the general public. Assist Section Director in the preparation and management of the SHCN budget.

Reviews program efficiencies, efficacy, and improvement opportunities relating to administration of services, especially those related to care coordination services and supports for clients and their families. Develop and implement mechanisms to identify and assess processes and formulate solutions. Provide recommendations to Section Director for program enhancements and improved performance. Provide recommendations for revision or development of expanded SHCN initiatives, policies, procedures, and guidelines. Conduct ongoing research for best practices and identification of activities or initiatives for improvement or enhancements to current systems.

Qualifications

  • Education:
    • Registered Nurse (RN) or bachelor's degree in related field. Two or more years of experience coordinating programs or services for the special health care needs or disability population can be substituted for degree.
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Registered Nurse (RN) or bachelor's degree in related field. Two or more years of experience coordinating programs or services for the special health care needs or disability population can be substituted for degree.
  • Preferred Qualifications:
    • Bachelor’s degree in nursing, public health, child development, or social work.
    • Organizing and directing the work of a maternal/child health, genetics, or nursing, program.
    • Experience in managing a team of health professionals.
    • Experience in project management.
    • Experience in facilitating and organizing the work of community and professional groups.
    • One year experience planning.
    • Organizing and directing the work of a public health, neonatal health, or other related program.
    • Supervisory experience.
    • Critical thinking/Problem solving.
    • Teamwork/Collaboration.
    • Oral and written communication.
    • Professionalism/work ethics.
    • Proofreading, editing, attention to detail.
    • Word, Excel, PowerPoint, Access.
