SUMMARY

Responsible for aligning information technology infrastructure, systems, and investments with current and future business needs, developing and enforcing technology standards and processes, gathering and analyzing technology needs, participating in the develop of capital investment plans, and providing advice and guidance to other technical staff and project teams.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance and conducting performance evaluations.
  • Develops and maintains current and future technical directions, strategies, and guiding principles required to align information technology infrastructure, systems, and investments with current and future business needs.
  • Collects and synergizes capital investments for technology across the city.
  • Analyzes City technology needs and market technology trends. Determines technology direction.
  • Evaluates technology investments. Ensures decisions are architecturally sound and are in best interest of the City.
  • Manages and defines the Technology Investment Process (TIP), used for evaluation of citywide technology purchases.
  • Defines the Enterprise Architecture Practice and evolution.
  • Oversees the identification of need for standards and collaborates with stakeholders on input and business need. Researches content, and oversees development, maintenance, and communication of the City’s technology standards.
  • Manages the Investment Portfolio Program.
  • Manages the Technology Standards Practice
  • Manages the Architecture Diagram Practice
  • Performs related work as required.

SUPERVISORY RESPONSIBILITIES

  • Work requires supervising and monitoring performance for a regular group of employees (2 or more full-time employees). This includes conducting performance evaluations, setting work objectives, determining work effectiveness and realigning work as needed, and key involvement in hiring/disciplinary actions.

FISCAL RESPONSIBILITY

  • Position has limited fiscal responsibility. May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor project level budget and expenditures.

MINIMUM QUALIFICATIONS

Required Education and Experience

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field
  • Seven (7) to nine (9) years of experience in solution architecture, strategic planning, and governance
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
