Why does the job exist?

The New Mexico Environment Department is seeking a General Ledger Manager to oversee the agency's and Office of Natural Resources Trustee's general ledger section activities which includes: operating transfers; balance sheet accounts; cash management and accounts receivables including online payments; asset and liability accounts; capital assets; and ensures compliance with all state and federal regulations and agency policies and procedures. The position is additionally responsible for contributing to the completion of the annual audit, the agency's vehicle fleet and fuel card program, and section support staff provide general business operations support like agency lease and Department of Information Technology (DoIT) bill payments. The position reports directly to the Chief Financial Officer (CFO) within the Administrative Services Division.

How does it get done?

  • Responsible to account for financial activities in compliance with state statutes and administrative codes, Model Accounting Practices Manual (MAPs), Governmental Accounting Standard Board (GASB) pronouncements, federal circulars and regulations and agency policies and procedures.
  • Monitor the agency's balance sheet within the accounting system as required preparing operating transfers, journal vouchers, etc.
  • Monitor and reconcile the trial balance and General Ledger, making necessary corrective actions to adjust balances as needed.
  • Assist with the preparation of the agency's financial statements deliverables and in collaboration with the CFO, will oversee the annual financial audit.
  • Oversee staff who perform cash management, capital asset management, fleet management, procurement and payables for the Resource Management Program, audit compliance of agency audits, and other supporting activities.

Ideal Candidate

The ideal candidate will have experience in the following:

  • Financial accounting to include review of general ledger activities, revenue recognition and making appropriate adjustments to fix discrepancies
  • Good understanding of governmental accounting and provide assistance to other staff regarding financial accounting
  • Familiar with the state's regulations regarding capital assets dispositions and additions
  • Advanced level skill in the use of Excel to generate custom reports and perform analyses

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Must be able to lift 25 lbs.
