Oregon Housing and Community Services (OHCS) is seeking a candidate to fill our Project Manager position in the Housing Stabilization Division (HSD). The person in this position oversees and directs a variety of projects from initiation to completion, adhering to industry and agency best practices. The project manager will continuously monitor project performance, facilitate stakeholder participation, and provide leadership in project management methodologies. WHAT YOU WILL DO

The Project Manager oversees and directs a variety of projects from initiation to completion, adhering to industry and agency best practices. The Project Manager is part of the Project Management Office (PMO), scoping, planning for, and executing projects that impact at all levels—sectional, divisional, and legislatively mandated. This role will manage projects in a matrix structure, requiring flexibility, excellent soft skills, and agile skills. These skills will support project teams with identifying goals and deliverables, scope, schedule, and resources, while ensuring project deliverables meet stakeholder expectations. Knowledge of project management methodologies focused in developing schedules, project plans, tracking budgets and expenditures, risk management, and reporting are vital. Successful candidates will be able to pivot to meet teams with various levels of project experience and knowledge while guiding teams to a successful outcome. The role also involves collaborating with OHCS Central Services, the OHCS PMO, and other divisions to ensure project alignment and integration with broader division and Agency goals. As a Project Manager in HSD, you will contribute to refining the division’s approach to project management processes and support various administrative and strategic initiatives as needed.

MINIMUM QUALIFICATIONS

Seven years of professional level experience related to the class concept

  • OR-

Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification.

  • OR-

Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field.

  • OR-

Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.

DESIRED ATTRIBUTES

The most competitive candidates will possess the following attributes, experience, and knowledge:

  • Oregon Project Management Associate Certification (OPMCP) or Project Management Professional Certification awarded by the Project Management Institute (PMI).
  • Professional and formal project management experience. Experience with project management outside of IT, and in government and/or nonprofit sectors is desired, as is ability to bring formal project skills to nontraditional projects.
  • Experience supporting a team to develop scope, timeline, deliverables, build and monitor project plans, and manage risks to ensure timely completion of project deliverables.
  • Experience with project monitoring and reporting: ability to develop, update, and present/distribute reports at appropriate altitude and cadence for project oversight.
  • Ability to recommend and shift project management strategies to support teams meeting identified project goals and outcomes in a fast moving and political environment.
  • Experience with change processes, but also change management, and the communication and soft skills to support teams and stakeholders through significant changes.
  • Excellent communication skills, including oral, written, presentation, and computer skills. Experience with Microsoft Suite (Word, Excel, PowerPoint, Outlook), SharePoint, Smartsheet, and Visio a plus.
  • Experience centering and integrating diversity, equity, and inclusion principles and practices in projects and the workplace, and ability to communicate and build effective relationships with people of diverse cultural and educational backgrounds.

HOUSING STABILIZATION DIVISION

OHCS’s Housing Stabilization Division (HSD) provides critical statewide services addressing homelessness, housing stabilization, and energy and climate resilience for Oregonians with low incomes. HSD also administers the statewide data repository supporting accountable and effective funding and program design. Through a network of providers, including Community Action Agencies, local governmental and community-based planning groups, and community-based and culturally responsive organizations, HSD provides funding for shelter, re-housing support, rent assistance, energy assistance, and supports community service connections to critical needs for health care, education, and nutritious food. Recognizing the need to address root causes, the Housing Stabilization Division seeks to honor tribal sovereignty, advance racial equity, and deploy a human-centered, wraparound approach toward a vision that all Oregonians will have equitable and inclusive access to safe and affordable housing and energy resources ensuring that any experience of housing instability will be rare, brief, and nonrecurring.

Policy, Planning, and Operations

The Policy, Planning, and Operations Section develops policy and program design in support of the Housing Stabilization vision and mission, and in response to legislative and executive mandates to ensure highly effective policy related to housing stability and ensuring that homelessness becomes rare, brief, and nonrecurring. Policy, Planning, and Operations is responsible for keeping abreast of best and promising practices, to maintain communication and alignment with other Agency Divisions, Government Relations, and external enterprise stakeholders including the Department of Justice and the Secretary of State. The Policy, Planning, and Operations Section maintains awareness of HSD governing statutes and rules and leads proposals and review of needed changes, and division budget and legislative concepts and bill review.

Additionally, the Policy, Planning, and Operations Section supports the Division with project management and fiscal and budget analysis. The Policy, Planning, and Operations Section provides division level: project management office (PMO) leadership, project tracking, project intake process management, project workload distribution, equity leadership, racial equity (REAT) coordination and leadership, knowledge management, legislative implementation project management, ARB coordination, legislative concept review coordination, fiscal impact statement responses, and other special project coordination.
