Fiscal Analyst - (250003UJ)

Description

The Department of Developmental Services (DDS) is seeking qualified applicants for a Fiscal Analyst position in the Metro Region. This position performs a full array of financial functions primarily supporting the Metro Region Contracts Unit, including those highlighted below.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Supervise Contracts Supports Specialist II.
  • Coordinate and oversee the regional Participant Directed Program contracts. Includes overseeing the entire contract/amendment process, billing, monitoring and tracking of expenditures and utilization, reconciliation of contract to FMIS, provider portal and internal tracking tools. Provide support to regional and area office staff related to the PDP program.
  • Oversee Metro Region Guardianship program.
  • Perform a variety of budgetary related tasks including the preparation and reporting of monthly fiscal monitoring; oversee and review of inter-regional transfers; preparation of annual spending plans; development, maintenance and reconciliation of regional and area office budget allocations; various projection analysis, tracking & budget reporting (i.e. Guardianship, Ch257 rate analysis, ALTR).
  • Maintain MM contract encumbrance/amendment tracking tool and FMIS contracts database. Includes close coordination with Contracts Manager, Contracts/Area staff and out-of-region staff; daily tracking, monitoring and reconciliation of complex data to ensure the integrity of data, allocations and reporting is accurate and up to date.
  • Provide overall support to the regional contracts unit, regional fiscal staff and area offices on various applications utilized (i.e. FMIS, MMARS, CIW, Meditech/HUB). Includes collaboration and coordination with staff to help address, resolve and respond to contract-related issues in a timely manner.
  • Attend workgroups and other fiscal meetings on behalf of the ROM (Regional Operations Manager) and Contracts Manager as needed.
  • Perform other duties as required or assigned.

  • Ability to analyze and determine the applicability of data to draw conclusions and make recommendations
  • Ability to maintain a positive personality when facing complicated issues and difficulties on a daily basis
  • Ability to adapt, be flexible and proactive, develop sound methodologies and strategies for resolving and handling difficult tasks
  • Knowledge of the Commonwealth’s procurement policies and procedures
  • Overall, in-depth knowledge of the Commonwealth’s laws, rules and procedures in the areas of budgetary, financial and internal controls
  • Knowledge of accounting principles/practices
  • Knowledge and experience using MMARS (Massachusetts Management Accounting and Reporting System), CIW (Commonwealth Information Warehouse); FMIS (DDS Financial Management Information System); Electronic Invoice Management (EIM); Meditech/HUB
  • Proficient usage of Microsoft Office products including Excel, Access, Word and Outlook

Please Note: This is Full-time, 37.5 hour position.

Shift: 8:45am - 5:00pm

Days Off: Saturday and Sunday

Flexibility required to meet the needs of the Region.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
