Job Description

The Department of Social Services (DSS) encompasses the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to combating poverty and income inequality by providing essential benefits to New Yorkers in need, such as Food Assistance and Emergency Rental Assistance. DHS focuses on preventing and addressing homelessness in New York City through innovative strategies aimed at helping families and individuals exit shelter and achieve self-sufficiency as quickly as possible.

Information Technology Services (ITS) serves as the technology services organization for DSS. The mission of ITS is to support the daily, emergent, and long-term technology needs of both HRA and DHS. ITS designs, develops, and enhances the technology infrastructure and applications that underpin agency operations. These include client eligibility and recertification systems, case management platforms, housing and shelter systems, employment and work engagement services, revenue-producing computer matches, claims processing systems, and personnel management systems.

ITS/Enterprise Solutions Management is recruiting for one (1) Deputy Commissioner of IT M-IV, to serve as the Assistant Deputy Commissioner, IT Transformation, Application Development, and Operations; This key leadership position will report directly to the Deputy Commissioner of Enterprise Solutions Management. The role encompasses strategic leadership in IT transformation and operational accountability in application development and operations, with responsibilities that include overseeing enterprise solutions, modernization initiatives, and day-to-day application support. The Assistant Deputy Commissioner role demands strong leadership, technical expertise, and the ability to drive large-scale technology initiatives to support the agency's mission and goals effectively.

Responsibilities will include, but are not limited to the following:

Leadership and Strategy:

  • Oversee the development, delivery, and maintenance of enterprise technology solutions supporting

agency-critical systems.

  • Provide strategic guidance and leadership to ensure alignment of IT initiatives with agency goals

and objectives.

  • Collaborate with program areas, stakeholders, and leadership to identify technology requirements

and deliver solutions that meet business needs.

  • Drive innovation and continuous improvement within the technology portfolio, fostering the adoption

of best practices and modern methodologies.

Application Development and Maintenance:

  • Manage the full lifecycle of application development, including requirements gathering, design,

development, testing, deployment, and maintenance.

  • Ensure timely updates, enhancements, and fixes for existing applications to maintain operational

efficiency and reliability.

  • Oversee the integration of new technologies and solutions into existing systems to enhance

functionality and user experience.

  • Develop and enforce policies for system stability, scalability, and performance optimization.

Enterprise Architecture and Technology Support:

  • Lead the implementation and management of enterprise architecture strategies to standardize

and streamline IT operations.

  • Ensure the effective support and maintenance of multi-platform systems, including legacy

systems, cloud-based solutions, and modern frameworks.

  • Collaborate with infrastructure and security teams to ensure systems comply with security protocols

and enterprise standards.

Team and Resource Management:

  • Supervise, mentor, and develop a team of IT professionals, including developers, analysts, and

support staff.

  • Allocate resources effectively to support application development, maintenance, and project

initiatives.

  • Foster a culture of collaboration, accountability, and professional growth within the team.

Project Management and Governance:

  • Oversee multiple concurrent projects, ensuring they are delivered on time, within scope, and budget.
  • Establish and maintain processes for tracking progress, reporting milestones, and addressing risks

or issues.

  • Work closely with the Project Management Office (PMO) and Governance office to ensure project

alignment with agency priorities.

Stakeholder Engagement and Communication:

  • Serve as the primary liaison between IT and program areas to ensure technology solutions meet

business requirements.

  • Communicate technical information, project updates, and system statuses effectively to both technical

and non-technical stakeholders.

  • Engage with external vendors and partners to evaluate and implement third-party solutions where

appropriate.

Performance Monitoring and Reporting:

  • Monitor system performance and ensure service level agreements (SLAs) are met or exceeded.
  • Regularly review and report on key performance indicators (KPIs) related to application support and

maintenance.

  • Proactively identify and address issues, minimizing downtime and operational disruptions.

Qualifications

1. A baccalaureate degree from an accredited college and four years of progressively

more responsible, full-time, satisfactory experience using information technology

in computer applications programming, systems programming, computer systems

development, data telecommunications, database administration, planning of

data/information processing, user services, or area networks, at least 18 months of

this experience must have been in an executive, managerial, administrative

capacity in the areas of computer applications programming, systems

programming, computer systems development, data telecommunications, data

base administration, or planning of data processing or in the supervision of staff

performing these duties; or

2. Education and/or experience equivalent to "1" above. However, all candidates

must have at least a four-year high school diploma or its educational equivalent

approved by a State's department of education or recognized accrediting

organization and must possess at least three years of experience as described in "1"

above, including the 18 months of executive, managerial, administrative or

supervisory experience as described in "1" above.
