Job Description

SUMMARY:

Reporting to the Associate Director of Strategic Sourcing, the Strategic Sourcing Specialist is responsible for independently managing the bidding processes for construction projects and goods & services as required, gathering and analyzing data, making observations, and providing insights to enhance strategic sourcing initiatives aligned with established New Jersey State policies and University procedures.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Organize and develop formal solicitations [inclusive of public or invitation-only Requests for Proposals (RFPs), Requests for Qualifications (RFQs) , or Requests for Information (RFIs)] for various goods, services, or construction projects to meet the University's needs, as assigned. Ensure that other formal solicitations conducted by the Associate Director of Strategic Sourcing, or other Procurement Service staff are continued and advanced in their absence.
  • Manage the entire bid process, including developing the specifications, schedule of events, conducting pre-bid meetings, reviewing and analyzing technical information accompanying proposals to determine responsiveness, participating as a voting member of the technical evaluation committee as determined, presenting a recommendation to award, and drafting the necessary documents and follow through to contract execution.
  • Manage contracts, including contract extensions, contractor performance reviews, and all other post-award or contract requirements (i.e. certificates of insurance, contract alarms, public works contractor registration, spend reports, etc.) as needed.
  • Review and evaluate current procedures and best practices related to formal solicitations and develop improved methods aimed at adding value to the University’s stakeholders.
  • Perform spend analysis for the University, exploring different aspects of datasets from various angles by breaking them down into smaller segments to both support and provide recommendations on sourcing strategy. Identify, analyze, and interpret trends or patterns.
  • Develop, maintain, and improve the quality of data used for spend analysis, data analysis, and reporting for use by the Associate Director of Strategic Sourcing and other Management.
  • Investigate, document, and maintain stakeholder/supplier complaints and issues. Make appropriate recommendations to the Associate Director of Strategic Sourcing.
  • Confer with university departments to review their existing and anticipated needs and provide aid and guidance.
  • Maintain complete familiarity with all internal, local, State, and Federal rules, laws, and regulations concerning procurement and assist with ensuring compliance.
  • Attend and participate in meetings or events, and serve on committees related to assigned responsibilities.
  • Responsible for ensuring compliance with Procurement Policies and Procedures.
  • Perform other duties as assigned.

QUALIFICATIONS:

REQUIRED:

  • Bachelor’s degree from an accredited college or university.
  • Minimum three (3) years of professional experience in procurement or a related field.
  • Ability to develop and conduct training, workshops and/or seminars for the campus community.
  • Ability to acquire knowledge of University policies and procedures as applicable.
  • Ability to understand, analyze, interpret and apply established law, regulations, policies, procedures, precedents and guidelines.
  • Commitment to the principles and practices of continuous improvement.
  • Strong technology skills and analytical capabilities.
  • Ability to adapt and innovate while adhering to established procedures.

PREFERRED:

  • Master’s degree from an accredited university in a related field.
  • Previous procurement experience within higher education.
  • Specific knowledge pertaining to specification development, Request for Proposal preparation, the public bid process, contract preparation, and administration.
  • Specific knowledge pertaining to performing spend analysis or creating and maintaining reports.
  • Familiarity with New Jersey procurement statutes and regulations.
  • Experience with Workday Strategic Sourcing.
