Position Information

The Texas Department of Transportation (TxDOT), El Paso District, is seeking to hire two part-time Construction Inspector VI positions for the District Construction Office. These part-time positions will assist the district in all three of El Paso district locations with providing training and guidance to professional and technical employees involved with construction activities, act as consultant regarding work progress, and ensure projects meet contract requirements.

Salary Range for position:

Position Description

Construction Inspector VI

Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; works in a metropolitan area of a metropolitan district; acts as consultant regarding work progress and highly advanced problem resolution on complex projects. Responsible to a licensed professional engineer who has full authority for final approval of all engineering-related work. May lead the work of professional and technical employees, trains others. Work requires contact with contractors. May perform material tests/manufacturing process inspections at fabrication sites. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Assists Project Engineers in determining number of inspectors needed on assigned projects.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
  • Observes and inspects ongoing construction work.
  • Coordinates inspection schedules, traffic control needs, and access issues directly with district personnel.
  • Resolves differences in interpretation of plans and specifications.
  • Trains and makes training-related recommendations to staff on new operations.
  • Trains and mentors less experienced inspectors on work methods.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience: 5 years of construction inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications: Valid driver’s license at the time of application. This position requires driving a state vehicle

Preferred Qualifications:

  • 10+ years of experience in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience (Experience can be satisfied by fulltime or prorated part-time equivalent)

Competencies:

Extensive knowledge of

  • Application of the Texas Manual on Uniform Traffic Control Devices.
  • Proficient in Construction engineering policies and procedures.
  • Applicable roadway and bridge inspection methods, procedures and techniques.
  • Applicable material testing methods, processes and procedures.
  • Proficient in persuasion and negotiation of critical issues.
  • Maintaining a safe and effective working relationship with others.
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
  • Instructing other construction inspection staff.
  • Training construction professional and technical employees in a classroom, office, or field environment.
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.

Physical Requirements and Working Conditions:

  • Subject to outside environmental conditions; no effective weather protection.
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour.
  • Subject to noise and vibration.
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals.
  • Works frequently in small/crawl spaces; manholes; areas that can cause claustrophobia.
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
  • Crouching-bending body downward and forward by bending leg(s) and spine.
  • Standing-prolonged periods of time.
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another.
  • Feeling-determining size, shape, temperature or texture of objects.
  • Talking-expressing or exchanging ideas by spoken words.
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication.
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
  • Visual Acuity-operate motor vehicles and/or heavy equipment.

  • This job has been identified as physically demanding and will require a pre-employment physical.
  • Required to be licensed by the State of Texas for a Commercial Driver's license and endorsements applicable to the types of
  • vehicles/equipment operated, while performing bridge or construction inspection.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
    • Please note that the Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
