Salary offers will be made within the posted range. Placement within the range will be determined based on your similar work experience. The Port considers work experience to be similar if the scope and level of responsibility of your prior positions match the job being offered.
Some of what you'll be doing:
As a Procurement Officer III, you will serve as the primary procurement point of contact for construction procurements. You will evaluate procurement theories, concepts, and principles to tailor existing guidelines and develop appropriate approaches or plans to manage the risks associated with price, scope, schedule, contract terms, negotiations, federal requirements, quality control, developing Standard Operating Procedure (SOP) and guidance documents.
- You will lead the procurement planning process, establishing, and managing critical path milestones and related procurement schedule.
- You will be responsible for problem solving complex procurements, addressing bid protests, presenting recommendations to multi-level management, and advising customers on procurements and strategies to facilitate and expedite the process.
- You will perform contract/procurement administration including reviewing, negotiating, and drafting amendments and change orders.
- You will provide guidance on contract interpretation and provide advice on contract/procurement issues such as non-compliance with contract requirements or change orders, Port resolutions, policies and procedures, and legal requirements. You will also guide termination of contracts for convenience or default.
- You will ensure cost analysis performed by staff is adequate and documented appropriately to justify fair and reasonable pricing.
- You will collaborate with legal and risk management to identify and mitigate high risk liability for on- and off-site services, agreements and negotiate special terms and conditions to protect the Port from excessive exposure to risk.
- You will develop and conduct, presentations for the supplier community, and disadvantaged business enterprises, interact with leaders, project stakeholders, local, federal, and state officials, and the public to present and explain procurement and contract information that may be controversial, politically sensitive, and involve financial and legal risks.
- You will provide guidance, advice, and direction to other Procurement Officers in the preceding levels.
Who you are:
- Experienced – You have three (3) years of experience in procurement, grants and/or contract development.
- Desired – We hope you have experience leading evaluation teams through complex and politically sensitive procurements using Requests for Proposals (RFP), Invitations to Bid (ITB), Requests for Quotes or Qualifications (RFQ), and potentially Requests for Information (RFI).

- Experienced Procurement Agent – You have expert knowledge of procurement administration best practices as well as the laws and general policies that govern this work. You can train others and provide consultative and strategic guidance as a subject matter expert.
- Analytical – You have strong analytical and research, time management, planning, and organizational skills, with strong attention to detail, good mathematical, analytical, and reasoning skills as well as the ability to communicate innovative solutions and to critically analyze a situation based on research.
- Leader – You are self-motivating and provide motivating leadership to staff at all levels (including organizational leaders) to bring diverse sets of people together to resolve problems.
- Problem-solver – You bring creative ideas, agility, and adaptability to problem-solving endeavors with a keen eye for process improvement and efficiency. You possess effective and well-developed troubleshooting skills to identify root cause analysis and provide solutions promptly. You are also capable of identifying problems predicting future challenges and presenting solutions and options to minimize and mitigate risk.
What else you need to know:
- Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
- Work Environment - This work will take place in a hybrid/in-office setting at Management’s discretion.
- Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
- Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
