Position Description
Anne Arundel County Government is currently hiring for a full-time permanent, safety-sensitive Code Enforcement Administrator position in the Office of Inspections and Permits.
This position involves advanced professional work related to the administration of the code enforcement and forestry programs in the Department of Inspections and Permits. This position will directly contribute to the advancement and identification of strategies in preserving, retaining, and expanding forest cover and improving forest health in the county and overall county environmental goals.
NATURE AND VARIETY OF WORK
Work involves responsibility for planning, supervising, and directing the County's Code Compliance Division, including investigation of non-permitted and environmental complaints, forestry program management, and the building permit site review process to ensure compliance with the County construction code, Federal, State, and local laws. The position exercises considerable discretion and administrative latitude, subject to controlling legal requirements, departmental policies, and program objectives.
Examples of Duties and Knowledge, Skills and Abilities

- Manages and supervises a staff of foresters, inspectors, and supervisors in carrying out the functions of the forestry program; assesses staff training needs and coordinates resources to provide training.
- Manages and coordinates efforts and shares information with county agencies, nonprofits, and community organizations, and will work closely with staff in the Department to review, revise, and implement County policies and ordinances that protect and enhance urban tree cover.
- Pursue and lead efforts to seek state, federal, and other grant and funding opportunities to improve and enhance forest cover.
- Coordinate and lead efforts across stakeholders (internal and external) regarding the eradication of invasive plant species, replanting with native species, seeking grant opportunities for funding and partnership, training and managing county employees to properly remove invasive plants, reforesting these areas, and developing management plans to prevent regrowth of unwanted plants.
- Manages and coordinates efforts and shares information with county agencies, nonprofits, and community organizations, and will work closely with staff in the Department to review, revise, and implement County policies and codes regarding forestry programs.
- Coordinate with the Office of Planning and Zoning and other County and affiliated organizations to track impacts to county forest cover on a year-to-year basis, drawing significantly from annual Forest Conservation Act reports.
- Conduct relevant research studies as requested to answer big-picture questions, improve programs, or solve issues that arise.
- Compiled and provided staff reports and presentations on the forestry programs for the Department management and community groups as needed.
- Analyze data for reporting purposes; assisting with the county’s other environmental planning efforts or work related to amending environmental laws, regulations, and technical documents; working with program partners to coordinate volunteer efforts; creating presentations; and/or presenting on the department’s programs.
- Develop a feedback loop to document and make changes as needed regarding the County’s Forest Conservation Law, regulations, guidelines, and procedures, and their application to various land use decisions, including determining appropriate tree planting locations.
- Prepares budget requirements and manages expenditures for the forestry division of the Department of Inspection and Permits.
- Represents the department at various meetings and forums; confers or corresponds with owners, contractors, and others regarding forestry program goals; prepares and recommends changes in codes and regulations.
- Prepares or directs the preparation and maintenance of necessary records and reports.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Lead, develop, and manage workflows and processes for existing programs, including Forest conservation fee-in-lieu, critical area and stormwater management fee-in-lieu mitigation approved as a part of the development review process, and propose improvements where needed.
- Lead, develop, and manage accounting procedures for annual reporting on acreage-mitigated monies spent across various mitigation efforts, including preservation and reforestation programs.
- Lead the department’s current and future forest conservation programs, which could include conducting field work, creating planting plans, meeting with property owners/managers and contractors, tracking program information, and developing content for outreach and communications.
- Ability to develop, implement, and manage successful forest management plans, vegetative management plans, buffer management plans, and habitat enhancement plans.
- Used ArcGIS Pro and ArcGIS Online applications to update and analyze GIS data, identify planting locations, and create public and internal maps to support the Department’s Forest conservation efforts.
- Knowledge of the general principles of procurement, contract management, and personnel administration, as required.
- Knowledge of Federal and/or State grant funding requirements and regulations.
- Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions.
- Conduct analytical studies and make recommendations concerning the effectiveness, efficiency, and productivity of forestry programs.
- Ability to deal tactfully, effectively, and equitably with people.
- Extensive knowledge of written, oral, and electronic communications related to management.
- Extensive knowledge of the materials, equipment, methods, and techniques used in reforestation, afforestation, preservation, invasive removal, replanting with native species, and forestry best practices.
- Ability to convey key aspects of technical project characteristics to public officials, private sector representatives, and citizens.
- Ability to manage multiple projects.
- Ability to attend meetings and/or perform work at locations outside of the office.
- Skill in leading assigned employees, providing instruction, and reviewing their work.
- Ability to adapt standard program practices and procedures to meet situations or cases not fully covered by existing guidelines and recommend modification of current guidelines.
Minimum Qualifications
Education: Graduation from an accredited four-year college or university with major course work in engineering, environmental resource management, or a related field.
Experience: Six (6) or more years of experience in a variety of construction inspection work, including four (4) or more years of supervisory experience; and a valid non-commercial Class C motor vehicle license.

Preference will be given to candidates with the following:
- Experience with managing forestry programs, conservation, and preservation efforts, including working with a diverse group of stakeholders.
- Experience with invasive species removal/eradication and replanting with native species to deliver successful projects and improve forest health.
- Experience with public outreach and education programs in the areas of forestry management, conservation, reforestation, and preservation.
- Experience with developing and implementing forestry, buffer, and vegetative management plans.
- Experience with ANSI A300 Tree Care Standards
- Licensed Forester in the State of Maryland
- Maryland Licensed Tree Expert, ISA certified arborist, or MD DNR Qualified Professional.
