POSITION SUMMARY

Practice Manager II is responsible for all aspects of the day-to-day operations of practices with net patient revenue of $2.5 million or above and 5 plus providers or 12 plus support staff FTE’s. Assists in strategic initiatives to develop practice to fullest potential. Performs as problem solver to physicians, regional director, medical director, patients and staff. Oversees established financial processes and ensures staff executes daily business office functions and procedures. Responsible for monitoring business activity to ensure established revenue and expense targets are achieved..

MINIMUM REQUIREMENTS

Education:

  1. Bachelor’s degree in Business or Healthcare Administration, Health Policy, Nursing or related field or equivalent combination of education and experience.
  2. Eight years’ experience in increasingly responsible positions in a physician practice setting may be substituted for the education requirements.
  3. Master’s degree preferred.

Experience:

  1. Medical practice management experience acquired through a minimum of 3 years of previous management experience or minimum of 5 years of medical practice experience with full knowledge of all front office procedures or other related experience.

Knowledge, Skills, Abilities:

  1. Knowledge of principles and practices of healthcare and clinical management.
  2. Ability to communicate and collaborate effectively with all members of the interdisciplinary health care team and demonstrate principles of customer service.
  3. Maintain a familiarity with the provisions and application of state and federal employment law.
  4. Keep abreast of changes in the healthcare field including regulations and technological advances.
  5. Working knowledge of Electronic Health Records, Electronic Eligibility, Electronic Scheduling, Compliance Programs, CPT & ICD9/ICD10 Coding, HIPAA, PQRS, Medicare and Medicaid regulations and Quality Control procedures.

License/Certification/Registration:

  1. Certified Medical Practice Executive (CMPE) and Certified Medical Manager (CMM) certifications preferred.

Receives minimal supervision from the Director, Operations.

SUPERVISION GIVEN

Supervises the activities of the department staff.

Responsibilities

ESSENTIAL FUNCTIONS

Operations Management

  1. Supervise Practice Supervisors in their oversight of operations for their sites.
  2. Oversee supervisors’ activity in daily clinic activities including patient scheduling and flow, ensuring adequate and appropriate staff coverage and allocation and managing employees’ schedules.
  3. Coordinate and facilitate escalation as needed on behalf of supervisor requests related to general facility issues and maintenance through the building managers and assurance there are adequate and appropriate levels of supplies, equipment, tools, etc.
  4. Coordinate and facilitate escalation as needed on behalf of supervisor requests and independently identify information technology dysfunctions and communicate and coordinate problems with the appropriate personnel.
  5. Support and participate in health system functions, initiatives and operations (e.g. evaluation, dissemination and use of Press Ganey patient satisfaction surveys, safety, privacy, corporate compliance, credentialing, and mandatory education).
  6. Make continuous effort to stay current of changes in healthcare field, including regulatory, technological advances and plan for industry mandated (e.g. ICD-10, Meaningful Use) and market changes.
  7. May temporarily represent Director as substitute or during absence as requested.

Provider Management

  1. Manage and maintain the provider’s offices and schedules and provide clinical template, delegating to on-site supervisors where feasible.
  2. Coordinate and communicate provider needs and ensure the dissemination of information to providers regarding quality, productivity and compensation, safety and revenue cycle.
  3. Support Division Lead physician in monitoring and communication roles for provider leaders.
  4. Collaborate with affiliated APC’s in their support of practice physicians and with all MNPG providers.

Personnel Management

  1. Manage the recruitment, hiring, and training of Supervisors and practice personnel and all assigned staff. Manage or delegate the salary administration function including salary adjustments, promotions and performance evaluations. Manage or delegate employee relations functions including grievances, disciplinary actions, and communications.
  2. Distribute communications and coordinate training to ensure employees are following policies and procedures, operations enhancements, software enhancements and business process changes.
  3. Coordinate and lead or delegate routine staff meetings and team building initiatives.
  4. Maintain familiarity with the procedures and application of basic employment law, workers compensation, PA Labor Law, FMLA and employee health.

Revenue Cycle Management

  1. Provide routine reports to Director, Operations and COO regarding practice performance relative to targets with specific operational plans to address variances. Educate and support Supervisors and practice personnel in development, understanding and implementation of action plans.
  2. Monitor overall revenue cycle performance, establish trends and develop action items to improve performance and work with the revenue cycle team to identify and implement solutions for areas requiring improvement (e.g. training, trends, data entry, front end improvement, encounter tracking).
  3. Perform or monitor supervisory activity with regard to the daily reconciliation of scheduled visits against actual activity (encounter tracking).
  4. Oversee the revenue cycle team regarding billing status (e.g. patient inquiries, account aging, trends, denials and collections).
  5. Coordinate with Revenue Cycle and Coding and Compliance for supervisor, staff and provider education, communication and training as needed for all assigned practices.
  6. Oversee the balancing of all cash deposits and receipts, daily bank deposit preparation and variance reconciliation.

Budget Management

  1. Work in conjunction with the COO and Director, Operations to develop an annual staffing and capital/operating budget and provide ongoing monitoring and analysis, compile and review budget variance reports, address budget related questions and formulate resolutions.
  2. Prepare and forward concise capital budget proposals in a timely manner during the annual capital budgeting process to include cost justification and prioritized need within assigned practices.
  3. Ensure supervisors and practice personnel are fully educated in their understanding, use and dissemination of these materials at their designated sites.
  4. Ensure operations are aligned with organizational objectives and meet performance budget objectives.
  5. Review intervention plans and communications regarding variances to budgeted performance from subordinates in practices and provide concise summary to COO and Director, Operations. Monitor implementation and success of interventions and coordinate additional adjustments as necessary.
  6. Work in conjunction with the Director, Operations and providers to assist in developing strategies to utilize financial and performance reports to drive continuous performance improvement.
  7. Process or delegate routine finance tasks (e.g. check requests, expense account balances, and purchasing request approvals).

Patient Care Management

  1. Monitor the delivery of patient care to advance the quality of care delivered and/or to improve work process efficiency.
  2. Supervise or delegate patient scheduling functions and work closely with the providers, ensuring that they receive the necessary support and assistance to assure optimal patient access and customer service.
  3. Ensure that timely and thorough investigation of patient complaints determination of appropriate corrective actions has occurred and that any identified changes or enhancements are identified and thoroughly documented and implemented across all of MNPG.

QI and Compliance Management

  1. Ensure compliance with requirements of all MNPG policies and procedures and the appropriate regulatory agencies and acts (e.g. OSHA, PA DOH, TJC).
  2. Ensure that timely and thorough investigation of patient complaints determination of appropriate corrective actions has occurred and that any identified changes or enhancements are identified and thoroughly documented and implemented across all of MNPG.

NON-ESSENTIAL FUNCTIONS

Performs related and miscellaneous duties as assigned.
