General Statement of Job:
The Associate Vice President (AVP) of Human Resources serves as a key strategic partner to the Chief Human Resources Officer (CHRO) and plays a critical leadership role in driving the mission, vision, and priorities of the Human Resources department. This role provides direct oversight and strategic direction for core HR functions including People Relations, Talent Acquisition, Benefits, HR Compliance & Policy, and People Experience. The AVP ensures integration across HR functions to promote an exceptional employee experience, organizational compliance, and alignment with business goals.
Essential Functions:
Strategic HR Leadership
- Partner with the CHRO to shape and execute the organization’s HR strategy aligned with enterprise priorities and culture.
- Serve as second-in-command to the CHRO, providing high-level support on department operations, workforce planning, and change initiatives.
- Represent HR leadership in cross-functional meetings and initiatives when delegated by the CHRO.
- Coach and develop HR leaders, providing professional growth opportunities and fostering a culture of continuous improvement and accountability.
Functional Oversight
- People Relations: Lead the employee relations function to ensure fair, consistent, and legally compliant handling of workplace concerns, investigations, and conduct issues.
- Talent Acquisition: Oversee recruitment strategies and workforce planning efforts to attract and retain high-quality talent across all levels.
- Benefits Administration: Provide strategic direction to benefits programs, ensuring competitive offerings, compliance with applicable regulations, and effective communication to employees.
- HR Compliance & Policy: Ensure HR policies are current, legally compliant, and effectively implemented across the organization. Oversee preparation for audits and accreditation (e.g., Joint Commission, AHCA, FQHC).
- People Experience: Guide initiatives that enhance employee engagement, onboarding, lifecycle milestones, and HR service delivery to promote a people-first culture.
Operational & Team Leadership
- Supervise and mentor a team of HR leaders and professionals across assigned areas, providing development, coaching, and performance feedback.
- Lead HR operational initiatives, leveraging data and metrics to inform decisions, improve processes, and drive accountability.
- Identify opportunities for process improvements, automation, and system enhancements to elevate HR delivery and scalability.
- Oversee internal investigations related to employee conduct and workplace concerns, ensuring resolution aligns with policy and legal standards.
- Evaluate and implement strategies that improve HR operational efficiency and service delivery.
- Assist the CHRO with department-level planning, budgeting, and the execution of organizational goals.
- Maintain a strong working knowledge of employment laws, healthcare regulations, industry trends, and best practices related to human resources.
- Guide the consistent implementation and interpretation of HR policies and procedures across departments.
- Monitor and support the District’s representation in matters related to unemployment claims, labor audits, and compliance inquiries.
- Ensure readiness for audits and surveys conducted by regulatory and accreditation agencies (e.g., Joint Commission, AHCA).
Collaboration & Influence
- Partner with executive leadership to support workforce planning, organizational development, and strategic initiatives that impact employee engagement and performance.
- Build strong relationships with senior leaders, department heads, and frontline staff to understand needs, resolve challenges, and deliver high-impact HR solutions.
- Serve as a trusted advisor and thought partner on employee engagement, organizational culture, talent, and compliance matters.
- Promote diversity, equity, inclusion, and belonging initiatives throughout HR programming and the broader organization.
Education:
- Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree or advanced certification (e.g., MBA, MHRM) preferred.
- Minimum of 10 years of progressive HR experience, including at least 5 years in a leadership role with oversight of multiple HR functions.
- Experience in healthcare, government, or highly regulated industries strongly preferred.
Certifications
- SHRM-SCP or SPHR strongly preferred.
- Additional certifications in HR Compliance, Benefits, or Talent Acquisition are a plus.

- Deep knowledge of employment law, HR operations, and regulatory standards (e.g., Joint Commission, AHCA, FQHC).
