Job Summary

This position is generally assigned the more challenging sourcing and contracting projects. Works with minimal supervision, manages own time effectively, maintains control over all current projects/responsibilities and informs management of project updates and status. May have lead responsibilities for other staff members. Follows up on all relevant issues. Technical Competence: Possesses necessary knowledge to effectively perform job and able to apply what he/she has learned about his/her job. An accomplished procurement enterprise system user.

What you will do

  • Provide guidance to clients in developing the Scope of Work, establishing desired outcomes and deliverables, and creating evaluation criteria (functional requirements for ITBs) that ensure the fair and accurate selection of suppliers based on these expectations.
  • Lead sourcing events that are fair, equitable, and inclusive for all potential suppliers, ensuring they include at a minimum: • Clear and effective Scopes of Work • Realistic schedules that align with the client’s needs • Clearly defined and achievable outcomes/deliverables • Evaluation criteria tailored to each sourcing event • Requirements for responsive offers and responsible suppliers • Appropriate contract terms
  • Develop contract documents that may include, but are not limited to: • Scope of Work • Desired outcomes/deliverables • Performance expectations • Contract term • Cost structure and contract value • Contract exhibits based on the sourcing event and submitted proposals
  • If applicable, negotiate terms and conditions with the supplier to secure the most favorable outcome for MNPS.
  • Facilitate the electronic signature process to ensure contracts are fully executed and properly filed with the Metropolitan Clerk.
  • Manage contracts throughout their life cycle, addressing tasks such as contract amendments, performance discussions (including breaches), problem resolution, and drafting contract termination letters.
  • Ensure compliance with MNPS Board policies and procedures, T.C.A., and federal laws around procurement; prepare contract summaries to be presented to the Board when necessary.
  • Perform other assignments as directed by the Director or upper management
  • Employees in this role are expected to complete assignments with minimal supervision and demonstrate initiative in their work.

Education Qualifications

  • Bachelor's Degree (Post Graduate or Certified in Procurement) Required

Experience Qualifications

  • 3 to 5 years of progressively more demanding work in a related field of experience Required

Skills and Abilities

  • Analytical, mathematical, logical assessment of written proposals, collaboration of ideas, demonstrated ability to speak to large audiences, leading and influencing others (often holding higher level positions), demonstrated negotiation skills, ability to use multiple enterprise level applications and ability to function as part of a larger team.

Licenses and Certifications

  • Certifications through ISM, NIGP, or APICS Preferred

Equivalency

Starting At: $68,976.66

Salaries are determined by factors relevant to the position which may include education, experience, and other qualifications. Final compensation decisions are made at the discretion of MNPS in alignment with organizational policies and procedures. The stated salary range for certificated teaching positions is calculated based on 201 days and should be viewed as a reference. All provided salary ranges serve as a general guideline.
