[What the role is]

Reporting to the Seafarers Policy, Development & Welfare Department of MPA's Shipping Division, you will be part of the team that:

i. Manage Maritime Labour Convention (MLC) matters onboard Singapore-registered ships and foreign-registered ships calling port of Singapore;

ii. Promote and safeguard the welfare and interests of seafarers' onboard Singapore-registered ships and foreign-registered ships calling Singapore;

iii. Participate actively at the forums (e.g. at IMO and ILO & any other inter-governmental meetings) to further influence and shape discussions on Singapore's seafaring-related policies and interests; and

iv. Formulate and implement policies pertaining to seafaring manpower and development

[What you will be working on]

Your key responsibilities include the following:

  • Administering crew-related matters such as process and update crew change, issue crew and ship’s certificates, handle general enquiries including Maritime Labour Convention (MLC)-related for Singapore ships.
  • Supporting and function as the first-level team lead and be the go-to person for first-degree escalation on case management (manning level, rest hours, injury). Identify and process cases which are more complex in nature or deviates from the circumstances of standard processing. Fact-check, draft submission and propose recommendations where appropriate.
  • Supporting incident case management (death, man overboard or desertion). Establishing and compiling the initial facts and drafting report.
  • Supporting and function as the first-level team lead and be the go-to person for first-degree escalation on crew complaints lodged with MPA. Compiling the facts of case for analysis and provide/report on the appreciation of the situation, established offences, enforcement of remedial steps and penalties.
  • Monitoring and tracking of key operational statistics to detect anomalies (e.g. occurrences of non-compliance with manning requirements, crew injuries, complaints or disputes). Carry out review that may have detrimental effect on the Singapore Ship Registry.
  • Functions as the subject matter expert in processes. Develop and review departments’ work processes and SOPs to efficacy of the team
  • Project Manager for IT systems enhancements, coping with system outages and also system testing when updates and enhancements are introduced
  • Assign work duties within the support team, including schedule rostering, leave plans etc.
  • Mentor and coach junior officers.
  • Process seafaring manpower schemes application end-to-end steps. Handle enquiries and provide support to employers if required

[What are we looking for]

You should possess a tertiary qualification in either marine-related field, business administration or data analytic for this role. You should be independent, detail-oriented and possess the ability to work well under pressure. You should have excellent verbal and written communication skills and possess strong analytical skills, with demonstrated ability to appreciate, balance and manage conflicting interests of multiple stakeholders.
