The Office of Administrative Services is looking for an Stormwater Structures Inspector.

This is technical work at the entry level in inspecting and monitoring the functionality of structural components of the municipal separate storm sewer system (MS4). Additional duties may include inspecting and sampling the natural environment, and pollution sources. All work is performed primarily to support Department of Public Works maintenance of the MS4 and to assist in verifying compliance with federal, state, and local environmental laws, rules, and regulations. The work requires knowledge of the techniques, methods and procedures used to inspect, sample, test and monitor the municipal separate storm sewer system, natural environment and pollution sources which involves the use of specialized skills or specialized equipment, which is gained through a combination of education, training, and experience. Contacts require skills in understanding and influencing people which are important in dealing with others concerning permitting violations, compliance, and regulatory assistance including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. The work is performed in a somewhat uncontrolled environment where there are some risks and hazards, but they are generally known, predictable and mostly controllable. Operates a motor vehicles and other standard office equipment including personal computers, field sampling and testing equipment. The physical demands are moderate and include walking and climbing to conduct field work and lifting or moving objects weighing up to 25 pounds and removing manhole covers. The work is performed under general supervision where the work assignments are varied and, although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to superior's approval.

Examples of Work

  • Inspects the City of Jacksonville stormwater system for compliance with federal, state, and local environmental laws, rules, and regulations; illicit connections; and illicit discharges.
  • Issues compliance assistance notices for lower-level violations of environmental laws, rules, and regulations and makes referrals for higher-level violations.
  • Installs, adjusts, operates, and performs routine maintenance on field monitoring, sampling, and testing equipment. 
  • Collects water, air, soil, and biological samples to assess natural resources and identify potential environmental problems. 
  • Investigates complaints concerning suspected violations of environmental laws, rules, and regulations. 
  • Participates in surveys and studies to assess natural resources and to determine sources of and methods for controlling pollutants in the air, water and soil and drafts reports on findings. 
  • Researches files and records, collects, and compiles data and prepares inspection and other technical reports. 
  • Utilizes advanced computer applications to develop and maintain databases and spreadsheets on data collected and maintains related files and records. 
  • Operates standard office equipment including personal computer using word, spreadsheet, database and related software and field sampling and testing equipment. 
  • Operates motor vehicle. 
  • Demonstrates proficiency in the City of Jacksonville's competencies. 
  • Performs related work as required.

  • Knowledge of the techniques, methods and procedures used to inspect and monitor the City of Jacksonville stormwater system.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS: 

  • Four years of education and/or experience in infrastructure inspection, design, or maintenance; construction management; engineering; or related scientific activities involving sampling, testing, and monitoring of the natural environment, pollution sources. 

LICENSING/CERTIFICATION/REGISTRATION: 

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class. 
  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification. 
  • Must obtain, and maintain during employment, the Florida Stormwater Association Stormwater Operator Certification - Level 1.

OTHER REQUIREMENTS: The probationary period for this class is six months.
