About the job:
The Chief Information Office (CIO) is at the forefront of the NCIA’s journey to become a modern, secure Digital Enterprise. By leading internal tech and business changes, the CIO shapes the vision, strategy, and business models needed for this transformation. The CIO also includes driving organizational and cultural changes, coordinating cyber security policies, and ensuring CIS security tasks are seamlessly implemented.
Within the CIO, the Business Change Branch is the force behind the development and execution of business transformation plans. They lead activities that promote sustainable changes and a positive change culture, supporting NCIA’s digital transformation. The new Outsourcing team will be an essential part of this branch, ensuring a standardized and effective implementation and management of outsourcing agreements. For our campus in The Hague, Netherlands, we are hiring the following posts:
- Senior Outsourcing Contracting Manager: you will be responsible for building long-term strategic relationships with senior stakeholders, ensuring they understand and engage with the outsourcing strategy. Collaborating across the NCIA to implement outsourcing agreements, manage vendor relationships, and ensure contract compliance. You will facilitate the drafting and coordination of technical IT statements, such as SLAs and KPIs, while managing key phases of projects including transitions and transformations. Your role will involve supporting change management by developing and implementing strategies that facilitate smooth transitions and align with project timelines. Additionally, you will mentor and guide colleagues, fostering their development and ensuring coherence and alignment of outsourcing skills and capabilities. Furthermore, you will address non-compliant performance, manage financial aspects of contracts, and uphold the highest standards in contract and vendor management. - Outsourcing Contracting Manager: you will play a key role in supporting the implementation of outsourcing agreements, managing vendor relationships, and ensuring contract compliance. Supporting with the definition of SLAs and/or KPIs, manage project phases, and support change management initiatives. Your responsibilities include fostering stakeholder engagement, and addressing non-compliant performance. In this new post for the NCIA, you will support and manage the financial aspects of contracts, building cohesive and strong relationships with senior stakeholders, and ensure the delivery of outsourcing services aligns with organizational goals. About you:
You possess the ability to lead, inspire, and effectively engage a diverse and multidisciplinary team with tact, sound judgment, and adaptability. Additionally, your strong awareness, motivational skills, and attentive listening contribute to your capabilities, which include:
- Ideally at least 5 years’ experience in managing contracts and vendors in a customer facing role
- An understanding of outsourcing agreements, contract and vendor management principles, Mobilization best practises,
- Demonstrable experience with process creation and optimization
- Proven ability to communicate effectively orally and in writing with experience in providing presentations and briefs to upper management.
- Experience with managed services agreements
Additionally to apply for the Senior Outsourcing Contracting Officer you can demonstrate:
- Ideally at least 10 years’ experience in managing contracts and vendors in a customer facing role
- Deep understanding of outsourcing agreements, contract and vendor management principles, Mobilization best practises,
- Experience leading and managing teams
Desirable Experience and Education:
- Experience of working on Outsourcing agreements for public sector, national security or defence organisations.
- Relevant certifications including Certified Outsourcing Professional (COP), Certified Supplier Relationship Management Professional (CSMP) or Certified Contract Management Professional (CCMP)
- Knowledge of NATO rules and regulations, responsibilities and organization
