Navy Digital is a Directorate within the Royal Navy focused on delivering this transformation and subsequently delivering business as usual. Navy Digital will provide the digital, data and information enablers for both maritime operations and business support functions. It will be the driving force behind digital transformation across the Service and ensure that we are on the front foot in meeting head on the challenges and opportunities that the future will present. 

Complex Project Management (CPM) provides a breadth of enabling knowledge, skills and experience supporting outputs across ND and NCHQ for capabilities and requirements that have no ownership or support elsewhere. Provides security and safety services for Navy Digital sponsored capabilities. CPM enables the support of: digital services contract management, business services technical delivery, digital architecture and solution design, requirements management, and orphan capability ownership. Supports maritime elements of defence sponsored change activities ashore in the UK.

The array of technical and specialist services also includes assurances services: SCIDA and Equipment Authority Assurance governance; Information Security Assurance.

Capability Management of the Maritime Multi-Media (MMM) (Welfare TV and IL0 Wi-fi Internet, TVSRE for Surface ships), Internet and Wi-Fi services ashore, Ship alongside, Defence Gateway, Defence Learning Environment and public facing digital services. Governance and ISCM oversight of ND Battlespace Mgt Services.

Job description

Job Purpose - background and context

Maritime Digital Delivery Service comprises three sub-units, MDA Capability, Cloud Hosting and Engineering Services Team/Complex Project Management (EST/CPM). EST/CPM is a key team under MDDS that takes responsibility for the more complex tasking from the Navy Digital Front Door process, and then leads on the delivery of that tasking.

The Head of CPM will lead the EST/CPM team and provide ‘sponsor’ oversight of all technical and specialist CPM services. The role will ensure optimal outcomes from available resources to enable complex ICT activities that are delivered to time, cost and quality and in line with all MoD compliance procedures. The role will engage with ND and MDDS management and stakeholders to both manage expectations for delivery and help direct work and energy across ND to ensure optimum outcomes for Defence.

Primary Purpose:

Head of Complex Project Management :

Be accountable to Head of MDDS for EST/CPM activities, progress and particularly risk, supporting delivery of emerging requirements as directed by Head of MDDS.

The CPM Service includes oversight and contract management for SyAAS, SCIDA, EAA, and ICT Services.

Represent CPM within Navy Digital Front door processes, supporting triage of arising activity across the division assessing whether and how CPM might deliver a solution.

Assign work to the CPM service/workforce and track progress. 

Conduct daily stand-ups of activity and approve or adjust effort as needed. 

Advise the CPM service on routes to solutions.

Ensure the activity tracker, POL, other dashboards are updated.

Act as supplier facing ‘CPM service’ owner to ensure quality of outputs and outcomes and continuity of service provision.

Engage with ND Bus Svcs and other key stakeholders around levels of service provision, load balancing and future services provision and resource requirement.

Secondary Purposes:

Line management all MOD employees within the CPM team, those permanently assigned and those temporarily assigned to support change activity.

Promote efficient MoD compliant methodologies for the management of CPM activity.

Ensure team members are trained to deliver activities assigned to CPM and the services’ providers are made aware of emerging training requirements to ensure SQEP services’ provision.

Responsibility

1. Maintain communications with the CPM team, daily stand-ups and monitor progress; be accountable for decisions made

2. Maintain the CPM POL or other system, risks, issues and activity matrix and any derivatives needed by the Portfolio Management Office (PMO)

3. Maintain awareness of CPM budgetary responsibilities. Support a/r ND FO1 FOO planning and discussion and Maritime Multi-Media (MMM) S9 line planning, forecasting and provisioning

4. Triage new tasks, prioritise and assign to the CPM Team and where appropriate CPM specialist contracted services’

5. Act as CPM specialist services’, Service Owner, assuring quality of Output and Outcome against contracted scope. Sponsoring new/enhanced services request as new requirements emerge

6. Stakeholder engagement, Digital solutioning and expectation management across Navy Digital and where digital Services input is required, across NCHQ, Defence Digital and the DE&S

7. Represent CPM at ND ‘Front Door’ triage meetings (and other tasking fora) to ensure appropriate triage and new work is appropriately resourced

8. Maintain communications with Head of MDDS, Hd Cloud and Hosting and Hd of Maritime Domain Awareness; contribute to the PMO’s ND performance tracking tools

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
