Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

HMNB Devonport has a significant infrastructure portfolio. The Infrastructure Directorate is a key enabler to ensuring the Naval Base is able to deliver its outputs supporting the Navy Command Director Submarines portfolio.
Naval Base infrastructure is managed by a collaborative MOD and Industry Partner team who work together to deliver infrastructure availability and to shape the future of the site to deliver the best for Defence and its people. The role of the Major Projects Team 3 Leader will play a critical role in delivering fit for purpose infrastructure, for now and for the future, through the effective management and delivery of projects.
The post holder will be responsible for the delivery of identified major projects within the Infrastructure Directorate, including managing requirements, budgets and acting as project sponsor. They will also lead a small team working together to meet delivery requirements. The post holder will work closely with the Enabling Organisation and Industry Partner(s) to deliver positive outcomes for the Naval Base.
The Major Projects Team 3 Leader will develop Business Cases and supporting artefacts for submission through the Navy Command Infrastructure, or His Majesty’s Naval Base Devonport Infrastructure approvals and corporate governance processes. They will manage agreed budgets and financial approvals in relation to project delivery and where required, provide inputs to the IPMO for Financial Planning (Annual Budgeting Cycle).
Through effective Stakeholder Management, the post holder will cohere all perspectives, interests, monitoring and reporting of project delivery performance. They will manage change and risk, identifying and taking remedial action where appropriate.
Working as part of the Major Projects and Infrastructure Directorate team, the post holder will contribute towards sustaining and improving the Naval Base and in doing so will support Defence capability.

A leader with a proven project management background, the post holder will be responsible for the management of a small team and have a portfolio of projects. Relationship management skills are key and the post holder should be able to build and maintain strong working relationships with internal and external stakeholders to support successful delivery.
A manager of people, they must be able to develop a small team and look after the workforce and their well-being. They must be able to deal with all HR functions, recruitment, performance, attendance and discipline.
They will have experience in collaboratively working with leaders and other key stakeholders to identify and manage dependencies and risk to deliver organisational level outcomes. Good communication skills are required, and they must be able to inform project and governance artefacts, including Business Cases; Project Initiation Documents; User Requirement Documents.
Proficient in the use of Microsoft Office and associated applications.
Qualifications
This role is aligned to the Project Delivery Capability Framework and requires a minimum UK Regulated Qualification Framework – Level 5 qualification (or level 4 plus extensive relevant experience at the discretion of the recruiting Line Manager) preferably in a Project or Programme management discipline.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
