Job description

Specialist Property Inspector – Role Overview

The successful candidates will sit in one of the North, East or West Inspection Teams which are a part of the Property Inspection and Operational Support Team within the National Valuation Unit (NVU) directorate.

As a Specialist property Inspector, you’ll have the opportunity to work on complex and challenging projects, where every day is different and every building is different. You will inspect a wide variety of high value, highly complex and specialised property. These properties are often politically and security sensitive.

Specialist Property Inspector – Key responsibilities

Key responsibilities:

  • Responsible for inspecting and valuing a wide variety of highly specialised classes of property including associated plant and machinery in respect of Non-Domestic Ratings maintenance casework, Rating Appeals casework and Check, Challenge, Appeals casework.
  • Arranging inspections some jointly with appointed specialist rating agents or their inspectors.
  • Occasional requirement to inspect classified/sensitive sites which may require inspectors to undertake the appropriate level of Security Vetting.
  • Occasional overnight stays (on occasion this may require multiple days away from home).
  • Undertake insurance and asset valuation inspection on behalf of The Built Environment and Minerals Surveying Team.
  • Work across operational work areas such as Non-Domestic Rating, Property Services and regular liaison with Complex Caseworkers.
  • Complete complex surveys and valuations using a range of tools and templates for a variety of methods including contractor’s basis. For example, the use of Non-bulk Server valuation software.
  • To agree facts with Taxpayers or their representatives.
  • To communicate with Government officials, Rating Agents and taxpayers either verbally, face to face or in writing.
  • Liaise with Billing Authorities and other colleagues to verify data.

The successful candidates must be able and willing to travel. You will be expected to regularly travel to property inspections across the country and occasional overnight stays, alongside a blend of attendance at the office and working from home following VOA Policy.

Person specification

We are looking for candidates who have a keen interest in the property sector and are self-motivated, with a desire to further develop their property inspecting knowledge and career. You will have experience in collating and analysing a wide range of information in order to make effective decisions and be able to communicate technical or complex information clearly and simply to customers and stakeholders.

Essential Requirements 

  • Previous experience of measuring and inspecting Non-Domestic/ Commercial properties.
  • Ability to write detailed reports based on inspections with an exceptional attention to detail, interpret complex building plans for a variety of classes and produce first class valuations.
  • Evidence of using bespoke valuation software and packages.
  • Basic experience of Plant and Machinery items or valuations.
  • Subject to business need and funding, a willingness to work towards gaining AssocRICS qualification.
  • Full UK driving licence required and able to regularly travel to carry out inspections.

Some sites are difficult to access via public transport and therefore a full UK Driving Licence is essential to the role.
