Job summary

This role is a part of the Falcon programme, which aims to deliver two outcomes - a modern, flexible, high quality and cost-efficient official IT platform to all users across the Cabinet Office and its wider organisations and deliver a productivity suite migration from Google Workspace to Microsoft 365.

Falcon is a business change programme that will fundamentally underpin the digital transformation of the Cabinet Office. The Transformation will be achieved through two key areas of investment. First we will update the OFFICIAL IT platforms within the Cabinet Office, which will contribute to reducing cyber-security risk, address legacy systems and automate underlying infrastructure. The second work stream the Cabinet Office will invest in will enable the implementation of the Central Digital Data Office (CDDO) interoperability policy standards and guidance through the migration of the department to Microsoft Office M365. This will enable better interoperability across government as we move both our people and data from Google Workspace to Microsoft 365. The Cabinet Office is at the heart of Government and a common productivity suite will enable more efficient and effective ways of working.

Job description

As a Business Analyst within the Falcon Programme you will work across multiple products to assess the as-is position of process and technology, and to map out to-be proposals and solutions, as well as ensure that user requirements are tracked throughout the development process and used to enable effective design and development.

Your key role will be to support multiple projects and tasks using agile methodology, for a specific infrastructure-related product, working closely with the Delivery Team and key stakeholders to understand, identify, analyse user and business needs. You will be the first point of contact for stakeholders and managing stakeholder relationships to investigate problems and recommending options for resolution. You will be confident at analysing current processes and driving business improvement by applying agile methodology to all aspects of your work.

Main Responsibilities

  • Work closely with Cabinet Office business users and internal Technology Teams to identify business requirements, ensuring that they align with the programme strategy to improve our current services.
  • Work with the Delivery Manager to scope requirements for any given product, help the team visualise outcomes and prioritise work.
  • Identify and analyse problems and issues that may affect the successful transition of projects into live service.
  • Apply proven communication, analytical, and problem-solving skills to ensure that the team’s plans and objectives are achieved.
  • Ensure outcomes are aligned with service vision and business strategy by identifying the link between current and future business models and delivering to the business architecture.
  • Challenge constructively to achieve solutions that are fit for purpose.
  • Facilitate collaboration and effective communication amongst all stakeholders to support best practice design, build and delivery to meet the user needs.

Person specification

Essential Criteria

  • Business Analyst experience of working on agile technical and non-technical projects, identifying business requirements and leading business improvements.
  • Ability to use agile methodology to identify the best processes or tools to use, to scope, identify and map out project requirements/processes with the team and/or stakeholders.
  • Experience of using a range of communication skills to build strong stakeholder and team relationships and communicate technical concepts to non-technical audiences.
  • Ability to work on multiple projects simultaneously, balancing workload and priorities according to project goals.
  • Experience of working in a fast-paced multidisciplinary team, changing your delivery approach rapidly and regularly when needed.
  • Experience of working in ambiguity and using a range of agile tools and techniques to establish requirements for any given project.
  • Proactive in engaging effectively with stakeholders, building relationships and clarifying mutual needs.
  • Demonstrable experience of building a culture of continuous delivery and improvement.
  • Experience in producing accurate documentation for the life of the project/task.

Desirable Criteria 

  • Experience of using a range of digital delivery tools.
  • Experience of producing and/or contributing to a range of documentation that may include presentations, briefings, business cases, contracts.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
