Job summary

Home Office Intelligence brings together a number of existing teams involved in the collection and analysis of border and immigration related intelligence. It delivers Intelligence Collection, Development, Analysis, Targeting (Data Analytics) and Watchlisting capabilities within the Home Office and to its partners across Government and Law Enforcement. Sensitive Intelligence Units (SIUs) are secure environments that can receive, assess, analyse, exploit, disseminate and protect intelligence and data relating to the SOC (Serious and Organised Crime) threat. They each operate individually as part of a wider national network to acquire, add value to and disseminate a wide range of intelligence and data to support the response to SOC. SIUs provide a threat picture and a single intelligence environment in which to access all information whilst ensuring all required safeguards are in place. SIUs are a capability which form the national Sensitive Intelligence Network (SIN).
Job description
You will have the opportunity to set the direction, build relationships with relevant stakeholders and enhance the intelligence offering of Home Office Intelligence to partners.
The role will focus on specific border threats, developing subject matter expertise to effectively produce intelligence packages that lead to disruption of criminal activity across the UK Border.
You must have the ability to work proactively to identify relevant intelligence for development and the ability to understand and task the most relevant resources and assets. The role will be fast paced and require the oversight of multiple operational strands of activity simultaneously.
You must be available to work a range of shifts and undertake periods of being ‘On-Call’. This may necessitate attending both your permanent place of work and other sites, often at short notice.
A minimum attendance of 3 days in the office is required. Due to the nature of the role, there may be times when attendance above the minimum requirement is necessary.
Responsibilities
Duties include but are not limited to:
- Building and leading a small team of intelligence officers, responsible for delivering an effective intelligence service to tackle Border threat.
- Identifying, collecting and acquiring relevant and credible intelligence that can be developed and exploited in order to disrupt serious and organised criminals at the UK Border.
- Acting as Intelligence Manager for several intelligence operations, managing time and resources effectively to deliver successful outcomes.
- Developing and maintaining processes, intelligence products, and other core intelligence functions to assist decision making, identifying and managing threat risk and harm, and ensuring compliance with national standards and relevant legislation.
- Working collaboratively with SIU Immigration team and wider partners to ensure compliance with the Sensitive Intelligence Network operating model in order to ensure ongoing SIU accreditation.
Please note that you must be prepared to undertake some national travel as part of the role.
Please also note this role is offered on a full time basis only due to the nature of the role and the on call element of the position.
Person specification
Essential criteria
You must be able to demonstrate:
- Having proven experience of being proactive in developing intelligence into actionable product.
- The ability to seek out and identify a range of information to identify patterns, trends and options, to solve multifaceted and complex problems.
- Being able to handle competing priorities and managing time effectively to complete a programme of work.
- Relevant skills relating to intelligence collection and exploitation gained from law enforcement, government, security, regulatory and investigatory work that might be successfully utilised in the role.
- Having a thorough understanding of covert investigation/intelligence gathering techniques, including procedures and processes under the provisions of Regulation of Investigatory Powers Act (RIPA), Investigatory Powers Act (IPA), Police Act, European Convention on Human Rights (ECHR) and Criminal Procedure and Investigations Act (CPIA).
- Having a clear understanding of information management and data integrity issues.
- Having experience of identifying, assessing and managing risk within a Law Enforcement / National Security environment.
- Hold or be willing to undergo and successfully obtain DV on appointment to the role.

- Being skilled in setting team and individual performance objectives, monitoring performance, assessing progress, identifying emerging risks, issues and opportunities, and taking corrective steps as required to ensure that the right results are achieved and responded to in an appropriate way.
- Being IPP Accredited.
- Risk Assessment and risk management experience.
