Come and join a diverse team and influence ORR’s holding to account of Network Rail
You will be part of the Network Regulation team, which leads on ORR’s role in holding Network Rail to account, ensuring the company delivers against the commitments it has made for the five-year railway control period.
This diverse and skilled team brings together individuals responsible for assessing the performance and delivery of Network Rail’s geographical regions and System Operator and co-ordinates and implements day to day governance and enforcement activities as needed.
In this exciting role as Senior Regulation Manager, System Operator you will lead the monitoring and assessment of the performance of Network Rail’s System Operator
Working in a diverse and supportive team, you will be the accountable lead for scrutinising and challenging the activities, expenditure and delivery of the System Operator against what it committed to deliver from 2024 to 2029 as set out in Network Rail’s delivery plan for Control Period 7 (CP7), the requirements set out in the final determination and compliance with the network licence.
Network Rail’s System Operator does not operate the railway directly but delivers services to Network Rail’s geographical regions and works directly with certain customers (such as freight operators). System Operator’s role includes responsibility for certain network licence conditions and covers a wide range of network-wide responsibilities such as timetabling and IT systems.
Scrutinise and challenge Network Rail’s performance and make a difference to the UK rail network
Taking a whole system perspective, you will have the opportunity to work collaboratively with a range of internal and external individuals, including Network Rail’s System Operator and its customers, to undertake and drive forward specific workstreams, such as timetabling and capacity planning, and make a difference to the UK rail network.
You will take the lead on scrutinising and challenging the activities and delivery of the System Operator, working with technical specialists, policy makers and industry stakeholders, taking appropriate action to resolve concerns as early as possible.
This is an exciting time to join ORR. The post holder will support the Head of Network Regulation and Deputy Director, Planning and Performance, in developing and adapting our ways of working as we respond to the new Government’s programme, including major changes arising from rail reform.
Build a broad portfolio and develop your leadership skills
You will have the opportunity to build a broad portfolio and unique skills set by overseeing and supporting ORR’s monitoring and holding to account of freight performance as undertaken by the Freight Regulation Manager and the activities, expenditure and delivery of Network Rail’s National Functions (Network Rail’s central business units - Route Services, Technical Authority and Corporate Services), as undertaken by the National Functions Regulation Manager.
You will work on a variety of topics, including new and novel areas, building your expertise and engaging a range of internal and external stakeholders.

Additional Information
At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance. Working arrangements are subject to continuous review.
