Job description

Assurance 

  • Working with DSIT’s Departmental Assurance Coordinator and the Agency’s Corporate Assurance team to develop, and maintain, a coordinated plan of appropriate, proportionate assurance reviews of the portfolio’s work elements, integrated with the Agency’s overall corporate Assurance plans. 
  • Ensuring that all delivery initiatives have a proportionate assurance plan, that aligns to the overall integrated plan. 
  • Providing guidance and support to delivery teams in planning their assurance reviews. 
  • Recording, tracking and assuring the achievement of all portfolio activity related assurance actions and recommendations. 
  • Providing the Head of Portfolio Management, Delivery Board, Audit Risk Assurance Committee (ARAC), and the DSIT Departmental Assurance Coordinator with regular, insightful reports on achievement of portfolio assurance actions and recommendations. 
  • Supporting the maintenance of, and championing, the Agency’s Assurance Strategy and Assurance Framework. 
  • Reviewing business cases and providing guidance to business case owners, specifically on the Management Case. 
  • Contributing to the Governance Statement in the Agency’s Annual Report and Accounts, summarising the processes, plans and findings of assurance initiatives. 
  • Ad hoc support of internal and external Assurance interventions. 

Risk management 

  • Identification, articulation, scoring, and reporting on portfolio level risks. 
  • Managing the portfolio risk register, ensuring management of portfolio level risks, opportunities and issues is aligned with Agency risk appetite and risk management approaches. 
  • Carrying out analysis of risks (and their management) across the full portfolio to: 
  • Identify aggregate and generic risks requiring management at portfolio level. 
  • Identify trends and gaps in risks and risk management practices across the whole portfolio. 
  • Coordinate the management of aggregate, generic, and escalated risks. 
  • Ensuring the appropriate use of risk, issue, and opportunity tools and processes across the portfolio and providing guidance where needed. 
  • Planning and facilitating risk reviews and deep dives. 
  • Providing the Head of Portfolio Management, Delivery Board, Audit Risk Assurance Committee (ARAC and DSIT Departmental Assurance Coordinator with regular, insightful reports on portfolio risks and issues and their management. 

Support 

  • Implement knowledge and information process for the portfolio, advising stakeholders on correct processes for document and knowledge sharing. 
  • Provision of administrative support to the other members of the Portfolio Management team in the pursuit of their duties and team initiatives. 
  • Maintenance and management of a Portfolio Management action log and plan. 
  • Owning and maintaining Portfolio Management SharePoint pages. 

Centre of excellence 

  • Managing and continuously improving practices and tools for risk, issue, opportunity and assurance management across the portfolio. 
  • Provision of advice to those involved in assurance and risk management on using standards and processes 
  • Networking with external organisation to learn and share best practice on Assurance, risk, issues and opportunity management. 

Person specification

The role holder will be required:

  • Coordinating proportionate, appropriate, integrated Assurance of delivery across the portfolio. 
  • Coordinating the management for generic, aggregate and portfolio level risks, issues and opportunities. 
  • Provision of support to the portfolio management team. 
  • Deputising for the Portfolio Delivery Manager. 

Duties and tasks commensurate with being an employee within UK Space Agency.

Essential Skills / Qualification

  • Project delivery risk and assurance management experience. 
  • Good analytical and presentational skills. 
  • Confidence to work with multiple stakeholders across the organisation. 
  • Good communication skills, with experience of presenting technical information clearly. 
  • Good information visualisation skills 
  • Able to work with minimal supervision in engaging with stakeholders at all levels 
  • Tenacity, resilience and adaptability to changing priorities and processes.

  • Management of Risk Practitioner
  • P3O Practitioner
  • Managing Successful Programmes Foundation
  • Management of Portfolios Foundation

UK Space Agency is currently going through Infrastructure Project Authority (IPA) - Government Project Delivery Accreditation. The successful candidate will be expected to go through the accreditation process after joining UK Space Agency, if they’re not currently already going through the process. 

Project Delivery Capability Framework:

This role is commensurate with the Portfolio Analyst, Assurance Manager, and Risk and Issues Manager roles at SEO grade in the Project Delivery Capability Framework.
