Job summary

The DVSA are in the midst of an incredibly exciting journey to gain as much insight from our data as possible for the benefit of our customers and Services. This role will form a part of a growing Data team helping change the direction for the agency and contributing to our 2030 vision.

Our Data Strategy has recently been refreshed and sets the direction for making the Agency an evidence based and data driven organisation. Our roadmap sets out an ambitious and exciting programme of works covering the next five years. You will work with a specific service group of Driver, Vehicle, Enforcement, or Common services and Innovation, as well as be part of a wider Data Science profession team and the even wider, Data Community. 

You will oversee the work of Data Scientists with Service Owners and multi-disciplinary teams using data and analytics to inform and achieve the ambitions and roadmaps of Services within those Service Groups. You will educate and demonstrate the value of data science and how using such approaches can benefit Services where the mixed understanding of how data science can bring benefit is held.

Job description

Responsibilities include but are not limited to:

  • Leading a team of data scientists working across the full Agency
  • Managing and/or developing teams either as direct reports of wider communities of practice
  • Have a broad knowledge of data science techniques, use cases and potential impact, as well as the tools and technologies
  • Lead the data science profession through developing career pathways and supporting future ambitions of colleagues
  • Have extensive experience in scoping, designing and delivering data science outputs and products
  • Work collaboratively with a range of experts in support of organisational objectives including the DVSA innovation initiatives
  • communicate effectively and challenge delivery plans and priorities
  • Appreciate and understand data ethics, data preparation and manipulation
  • Appreciate and understand delivery methods, and how to deliver supported solutions at scale
  • Work alongside the Head of Data Analysis to ensure a consistent approach to analysis is followed meeting Functional Standard requirements and assurance needs.

Additional Information

This role can be based in Bristol, Swansea, Nottingham, Newcastle, Oldham or Birmingham or Leeds your presence at one of these locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work. Our expectation is that you will spend a minimum 60% of your time at your base location. Visits to other DVSA sites or work locations count towards this. 

Government Digital and Data Profession Pay Framework

This role is part of the Government Digital and Data profession and utilises an enhanced Capability–Based Pay Framework which provides access to a Digital and Data allowance.

The base pay is £54,857. In addition to this, the role includes a Digital and Data allowance of up to £25,543.

The value of allowance awarded will be based on an assessment of your skills and experience as demonstrated through the selection process.

Person specification

As a Data Scientist you are inquisitive and enjoy exploring and visualising data to inform the direction of the organisation. As the Head of Data Science you are able lead a team of scientists who are supporting a core Organisational function or directly supporting Services DVSA provide to the general public or businesses/other Organisations. 

You are able to make recommendations on how to address complex problems and inform strategic and operational decision making. You recognise the need to, and use data ethically and appropriately as well as being innovative and adaptable. You are also able to contribute to data ethic practices and governance arrangements. 

You are able to lead and support the exploration of existing and new data using a range of statistical tools and techniques such as machine learning and predictive analysis as well as any new AI tooling. You strive to find patterns in data and transform them into organisational insight. You are a profession lead for the DVSA and are able to influence the use of data science to support the future vision of DVSA Services and Products engaging in an agile way of working.

There may be an element of travel associated with this role to other DVSA offices, with some infrequent overnight stays.
