About us

HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. The Strategy and User Insight division drives HMCTS’ direction and decision-making. We do this by using our collective expertise to develop HMCTS priorities which have users at heart. This is done through: 

  • Strategy and planning that supports the organisation’s vision and purpose 
  • Using insight and evidence to guide service delivery and continuous improvement, helping enable access to justice for all 
  • Providing a range of expertise including on innovation, inclusion, workforce planning and evaluation 

This role sits in the User Inclusion Team. Our purpose is to improve access to justice by enabling HMCTS to design and deliver inclusive services as well as support for vulnerable users. We do this through: 

  • cross jurisdictional strategic approaches
  • designing, testing and iterating solutions that remove barriers to justice
  • facilitating public user engagement to inform strategy, design and delivery
  • providing SME Advice on inclusion, vulnerability and equality. 

About the role

We’re looking for a Service Designer who is passionate about designing inclusive services that work for vulnerable users. Your focus will be on designing standards and best practice solutions to challenging issues affecting vulnerable users. You’ll develop in-depth understanding of end to end user experiences and design solutions that will work across different services and jurisdictions. Projects are informed by User Inclusion priority areas, for example improving access to support for people attending hearings. You’ll have opportunity to identify new areas of focus for the team. 

You’ll work closely with researchers, designers, inclusion specialists, internal and external stakeholders. In User Inclusion we advocate for co-design approaches and are looking for someone with experience of working with end users or their representatives to design services. 

You’ll be part of HMCTS’ service design community with others in User Inclusion and Digital and Technology Services (DTS). You’ll have opportunities to be part of cross-government collaboration activities. You’ll be supported to access professional development opportunities such as community activities and learning and development opportunities. You will also be able to contribute to the User Inclusion monthly learning hour. 

Your role as the Service Designer encompasses several key aspects (but not limited to):

  • collaborate with researchers and other stakeholders to identify user needs, define user stories and champion the importance of meeting the needs of users, in particular those who are vulnerable or need additional support.
  • understand the work of others and the importance of team dynamics, collaboration and feedback.
  • absorb large amounts of conflicting information and use it to produce service designs and strategies to meet the needs of vulnerable users 
  • contribute to best practice guidelines to develop our co-design approach for delivering inclusive services and be an advocate for a user-centred approach. 

What are we looking for? (Person Specification)

The ideal candidate for this position should demonstrate:

Essential

  • work with others to design and deliver inclusive, accessible and environmentally sustainable content or services that meet the needs of all users (designing for everyone)
  • effectively plan and run a design session with your team, users or stakeholders and identify and engage the right people throughout the design process (designing together) 
  • analyse, synthesise and clearly explain evidence relevant to users or a service, for example, web analytics data and work with researchers or analysts to use evidence to inform, develop and test a design idea (evidence-based design)
  • align your design work to both the goals and vision of your team and the strategic objectives of your organisation (designing strategically)

Desirable

It would be desirable (but not essential) for the successful candidate to have experience:

  • using codesign or other participatory methods 
  • designing face to face services and utilising additional channels to meet the needs of service users
  • designing services for vulnerable users
  • system design thinking.

Your interview will also include a presentation where you will be assessed against the technical skills within the GDD framework Service designer - Government Digital and Data Profession Capability Framework (ddat-capability-framework.service.gov.uk). 

The technical skills include:

  • designing strategically 
  • designing together
  • evidence-based design

Details regarding the presentation topic will be provided to candidates shortlisted to interview. 

Further details

This is a part-time role where the successful candidate will be required to work 22.2 hours a week. Travel may be required, in line with business needs. 

GDD Allowance

This post is eligible for a Government Digital and Data (GDD) capability based pay (CBP) allowance, based on the Profession Capability Framework and Success Profiles Frameworks. Using GDD we will determine if you will be paid an additional allowance, on top of your basic salary. This role is within the User Centred Design job family and is a Service Designer role at Service Designer level.
