Position Information 

Ready to take on the challenge of solving transportation issues utilizing GIS tools and developing applications? The Beaumont District is looking for a highly motivated GIS Analyst to join the Transportation Planning and Development team. Here you will work on a wide range of projects, including map-making, data maintenanceand management, and application development to solve problems and deliver projects. Share your GIS knowledge,skills, and resources by supporting and training other users throughout the District. Ideal candidates should be detail oritented, resourceful and innovative with the ability to manage and deliver multiple projects on schedule.

Salary Plan/Grade:

GIS Analyst I (B18): $45,521 - $71,055/yearly

GIS Analyst II (B20): $51,158 - $81,351/yearly

GIS Analyst III (B22): $57,164 - $93,138/yearly

This position is for (1) GIS Analyst I, II, or III. The Texas Department of Transportation Reserves the sole right in determining the level of position based on the applicants' work experience, skill level, education, and all other appropriate factors and based on business needs.

Position Description

Performs geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

GIS Analyst I:

  • Collects global positioning system (GPS) data and converts GPS data into GIS datasets.
  • Collects, prepares, digitizes and codes spatial data into GIS format.
  • Conducts mapping research to ensure accurate use of data and resolve conflicting information
  • Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software
  • Digitizes and maintains roadway line work and attributes, basemap layers, and administrative polygon boundaries
  • Follows documented workflows, standard operating procedures and best practices to consistently produce high-quality datawith minimal errors or corrections.
  • Digitizes parcels polygons from deed records using ArcGIS COGO and maintains parcel fabric or land information systems.
  • Georeferences scanned paper maps for feature extraction
  • Converts CAD and other map formats into ArcGIS formats
  • Interprets source documents, such as engineering plans, plot maps and legal descriptions.
  • Performs other job responsibilities as assigned.

GIS Analyst II:

The above and:

  • Utilizes ArcGIS Online to create and maintain feature services and web mapping applications
  • Reviews geographic data from various sources, including other state agencies, aerial imagery, existing maps, and databases.
  • Assists in the creation of custom tools and applications using Python, HTML/JavaScript/CSS, SQL and/or other coding languages.
  • Provides support, coordination and advice in the development, implementation and maintenance of projects and programs.
  • Creates and updates documentation including standard operating procedures, project plans, wiki pages, metadata, etc.
  • Represents the organization at meetings and other forums.
  • Performs other job responsibilities as assigned.

GIS Analyst III:

The above and:

  • Administers SDEs, ArcGIS Online accounts, GitHub, and other accounts
  • Assists with administering SDEs, ArcGIS Online accounts, GitHub, and other accounts.
  • May serve as a lead worker or project leader
  • Interprets source documents, such as engineering plans, plot maps and legal descriptions
  • Generates reports and produces graphic products.
  • Performs other job responsibilities as assigned 

Minimum Qualifications:

Education GIS Analyst I-III: Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

GIS Analyst I: No experience required.

GIS Analyst II: 1 YEAR Using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis

(Experience can be satisfied by fulltime or prorated parttime equivalent)

GIS Analyst III: 2 YEARS Using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis (Experience can be satisfied by fulltime or prorated parttime equivalent)

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

  • Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct
  • inferences from information and making recommendations that support business decisions

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
