The Opportunity:

WSDA Organic Program provides access to the organic market and ensures the integrity of the organic label through certification of producers and handlers, registration of inputs for use in organic production, and technical assistance on the USDA organic regulations.

The Organic Inspector conducts inspections, field investigations, audits, and ensures corrective action as necessary when responding to complaints and violations relating to organic regulations. With a high-level of expertise in organic certification requirements and knowledge of agriculture and food manufacturing practices the Organic Inspector provides policy interpretation and technical assistance when responding to complex inquiries or requests. Travel is required and expected in order to perform on-site inspections and investigations in the field, warehouse, or manufacturing facility. The position represents the agency in public meetings, conferences, and works directly with stakeholders, government partners, and the public to promote organic compliance. This position specializes in Organic Handling and Processing.

This position is based at a home office duty location and the ideal incumbent would reside within one of these counties: Adams, Benton, Franklin, Grant, or Yakima, WA.

Travel is required and expected in order to perform on-site inspections and investigations in the field, warehouse, or manufacturing facility.

What to Expect

Some of the various responsibilities within this role include: 

  • Use scientific knowledge and the application and interpretation of regulatory standards and policies, performs complex evaluations of organic systems through onsite observations, records review, and sample collection.
  • Analyze data and makes independent determination on whether or not a violation has occurred. Identifies violations as well as continuous improvement areas during onsite evaluations.
  • Make independent decisions and solves problems which emerge in the investigation process.
  • Write clear and concise reports that outline issues, requirements, and action needed to correct any potential or identified compliance violations. 
  • Work independently and collaborates with the team to respond to requests in a timely manner. 
  • Take initiative to find solutions and opportunities to improve services and inspection processes.
  • Provide customers with high-level of technical assistance to help them understand and achieve compliance with rules, regulations, and laws. Interpret standards in clear and understandable manner.
  • Research and investigates agricultural production or handling issues which may include input material use, production practices, harvest, and post-harvest processes to ensure accurate and consistent interpretation of organic regulations.
  • Communicate in a clear, accurate, and concise manner with customers and co-workers. 
  • Prepare technical reports on organic producer certification as requested by agency staff or industry members.
  • Collaborate with colleagues from other USDA accredited certification agencies to ensure consistent application of organic certification requirements.
  • Lead, develop and/or implement project plans and conduct research for technical projects; work both independently and in a small team environment as it relates to the specialty area.
  • Assist leadership team by making recommendations regarding application forms and guidance documents, inspection reports, and certification policies and procedures specific to the specialty area.

Qualifications

Who should apply? 

Professionals with:

Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field AND two (2) years of professional-level experience in commercial agriculture production or environmental related inspections/regulatory work.

OR

Master's degree in one of the above fields will substitute for one (1) year of the required experience.

OR

Ph.D. in one of the above fields.

OR

One (1) year of experience as an Environmental Specialist 2.

AND

Successful completion of, or the ability to qualify for and attend, on-site crop trainings by the International Organic Inspector’s Association (IOIA) within one year. Training expenses paid by WSDA, location and training dates vary.

In addition to the above qualifications, the following desired knowledge, skills, and abilities would make your application more competitive: 

  • Ability to read, write, and speak in Spanish.
  • One (1) year of experience and proficiency using Microsoft Office Applications.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
