This position is located within the Mitrovica Regional Office (MRO). The incumbent will work under the overall guidance of the Head of the UNMIK Mitrovica Regional Office.
Responsibilities
Within limits of delegated authority, the Political Affairs Officer will be responsible for the following duties: Leads and organizes operational activities related to the work of the Political Analysis and Reporting Unit; pursues an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit. Prepares and reviews briefing notes and talking points for the head of office and senior leadership. Provides guidance and advice on assigned issues to the head of office concerning assigned areas of work and the approach to various issues including interpretation of rules of procedure. Prepares responses to comments, statements, and queries of parties. Develops and maintains relations with government officials at the working levels and advises them on issues and policies of mutual concern. Leads a team which deals with a variety of political issues in northern Kosovo. Attends meetings to identify the scope of the project, considers methodologies, and leads or actively participates in developing guidelines, terms of reference and operational plans and time frames for new assignments. Represents the team at round tables, seminars and conferences. Provides substantive support in the formulation of the programme of work, budget and medium-term plan of the unit by actively participating in or leading meetings, drafting major components and compiling or researching issues related to the mission. Education
Advanced university degree (Master's degree or equivalent) in Political Science, Management or Development, or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in political affairs, electoral affairs, diplomacy, international relations, law, disarmament, security, development management, conflict resolution or related field area is required. Experience in political outreach, facilitation, analysis, advice and reporting is required. Experience working on electoral processes in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or other relevant international electoral experience in similar international organization or non-governmental organization is desirable. Experience in bilateral or multilateral negotiations is desirable. Experience in the United Nations Common System or a similar international organization in a conflict or post-conflict environment is desirable. Previous experience in managing a team of different backgrounds in a UN Special Political Mission or Peacekeeping Operation or a similar international organization is desirable.
Languages
Fluency in spoken and written English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
