The Local Map Operations Manager(I) is responsible for overseeing and managing the activities of single or several countries, with multiple language and vast footprint complexities, oversee multiple teams, projects and staff in order to deepen and broaden our strong, local, contextual map building- and service- knowledge across the sub-region. Coordinates with assigned staff and functional division leads to establish and maintain our local capabilities to detect change, plan and orchestrate efficient map building and quality measurement across HERE business groups. He/She is responsible for executing the best mix of tools to achieve defined product roadmap and apply all quality processes to ensure highest quality of the product accomplished within the prescribed scope, timeframe, funding parameters and resources. The local Map Operations Manager is also responsible for Performance management and career development support of subordinate employees.




  • Actively look for, interpret and act upon change signals in local area of responsibility as well as constantly query and draw intelligence from centrally generated change detection toolsets
  • Support the Sourcing Division by ensuring technical source evaluation/feasibility studies are completed as and where required
  • Responsible for the Operational Execution, including tactical planning & management of work orders
  • Effectively manage projects across assigned territory (one or several countries) and coordinate with Product Management and Sub-Regional Planning on scope, timing and budget of all deliverables.
  • Interprets and operationalize all scope and delivery timelines into executional teams via TL’s
  • Responsible for providing updates to SRL, PM and PCO on changes to the project plan, particularly those that affect timing of delivery or scope.
  • Participate, develop and lead implementation projects to improve map creation/Expansion and maintenance processes. The LMO Manager(II) will maintain constant liaison with the PCO program leadership and participate in pilot program planning and execution.
  • Acts as the local legal owner by working with various government agencies to get required permissions, approvals, addressing legal entity issues and assure general compliance. The LMO Manager(II) will interface directly with the CMG Legal Department for resolution and escalate items as required to the SRL.
  • In conjunction with local PM is responsible for the geographical quality ownership by ensuring that our Quality Management System’s tools and processes are applied consistently to guarantee highest quality of the product in the assigned territory in order to maintain all quality KPI’s set for the Sub-Region and/or Region.
  • Oversees within the assigned territory, all local testing activity of products across the HERE Business Groups.
  • Responsible for the local execution of traditional core activities including transition to Map2020 to guarantee high priority updates in our product:
    • High priority field collection where required.
    • Execute and support Global Production with complex coding projects
    • Provide Tier 3 support for JIRAs, Map Feedback, Cross Layer Validations, etc
  • Provides insight and local intelligence with respect to competitive product challenges as well as reference to pace of change in the real world (TTR) aiming to assure the constant competitiveness of our products.
  • Key participant and contributor in budget planning and oversees operational spend during execution of all projects by tracking, monitoring and reporting progress to Sub-Regional Lead and Regional LT.
  • Prepares and conduct performance appraisals and career development discussions for staff within his/her assigned territory and supports the annual merit, promotion and incentive planning process. Sponsors career development initiatives for his/her team.





  • Bachelor's degree required. Degree in GIS/Geography, Business, Science, Technology or related field preferred
  • 10+ years of relevant work experience as a regional manager (GIS & data manipulation, people management and leadership, project planning & management)
  • Local geographic knowledge/affinity/contextual understanding/cultural awareness.
  • Legal/commercial understanding in relation to legal entities, permits, contractors, detailed operational costs/budget management.
  • Vendor and External Temporary Labor (ETL) Management.
  • Understanding of budeting process, OPEX and CAPEX management.
  • Fluent verbal and written communication skills in English and in local language in assigned territory.
  • Ability to travel within and outside project coverage area.
