The United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia's development goals by expanding reliable and equitable energy services necessary for sustainable and inclusive economic growth. To achieve its objectives and contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR focuses on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.

Position Background

USAID SINAR has solidified its commitment to support the Ministry of Finance (MOF), including state-owned enterprises (SOEs) and Special Mission Vehicles (SMVs), in strengthening the financing platform with a blended finance mechanism to scale up climate and energy transition financing.

Tetra Tech seeks an Energy Finance Analyst who will work with the SINAR team and other consultants, supporting and reporting to the Director of Energy Procurement and Sustainable Finance and the Sustainable Finance Manager. The Energy Finance Analyst will have appropriate analytical, modeling, and report-writing skills and possess strong knowledge of sustainable finance and clean energy governance in Indonesia. Position Responsibilities

  • Support the implementation of SINAR Objective 3 activities related to sustainable finance, including, but not limited to, trust funds, the implementation of sustainable finance instruments (sustainable financing framework, sustainability-linked loan, sustainable budget tagging), and transaction advisory for projects using the Indonesia Energy Transition Mechanism (ETM) Country Platform. Support includes development, sustainable finance research, studies, and implementation of technical assistance.
  • Support the SINAR team in the establishment of a study on trust funds. This involves research on trust fund structures, assessment and review of key documents, recommendations on market evaluation, stakeholder collaboration, business models, and business plans.
  • Assist in the implementation of sustainable finance-related projects, such as scope of work development, due diligence, and technical input to improve recommendations.
  • Support the SINAR team in working with PTSMI and SOE partners in managing deliverables related to points 1 to 3. 
  • Share with SINAR consultants an understanding of the financial context and financial institutions in Indonesia concerning regulations, business practices, and trends.
  • Attend and prepare meetings, consultations and presentations. 

Minimum Qualifications

  • Advanced or master’s degree in economics, finance, business law, engineering, and/or any relevant educational background.
  • More than 5 years of experience in climate finance, applied finance, accounting, or business administration in corporate finance, business valuation, transaction support, or investment banking.
  • Proficient in Excel formulas, financial modeling, with strong analytical and data-gathering skills and attention to detail.
  • Prior experience in the financial sector and subsector, combined with experience with government institutions, development banks or agencies, and/or financial institutions.
  • Working relationships with the Ministry of Energy and Mineral Resources, PLN officials, project developers, banks/financial institutions, Government of Indonesia, provincial government officials, and research and development and industry organizations
  • Excellent communication skills, including writing influential reports and presentations, and strong interpersonal skills.
  • Fluency in both English and Bahasa Indonesia (reading, writing, and oral presentation).

Valued Qualifications

  • Understanding and proven track record of assistance in renewable energy financing, transaction structuring, power purchase agreements, construction, and commissioning.
  • Familiarity with current Indonesian government regulations and incentives in clean energy (e.g., advanced energy systems and utility planning, procurement, and operations), sustainable finance (sustainable taxonomy, green bonds, green subsidies, ESG for infrastructure financing), and other climate smart investment policies (carbon trading, energy transition mechanism).
  • Problem-solving mindset with the ability to proactively engage with the government.
  • Any certifications in sustainable finance (e.g., CFA, CPA, and CMA) are a plus.
  • Familiarity with USAID procedures and practices for quality control, including monitoring. 

Physical Demands and work environment 

  • Office setting as agreed upon by both parties, with domestic travel.
  • Meetings with counterparts (Ministry of Finance, SOEs, etc.).
