Join Systems & Technology Research’s (STR) growing Contracts team as a Principal Contracts Administrator where your skills will support a diverse contract portfolio of DoD and Intelligence Community Contracts focused on Research & Development, System/Product Development and Mission Solutions. This position will be based in the Woburn, MA office with a hybrid work schedule an option. A Security Clearance is required for this role.

Overview:

Reporting to Contracts & Legal Functional Leadership, the Principal Contracts Administrator is a highly motivated professional who will be responsible to independently support proposals and contract activities within STR’s diverse portfolio of Government Contracts, emergent Commercial transactions, and business development opportunities under general supervision. The successful candidate must be able to work independently with general supervision. 

Role and Responsibilities:

  • Perform Government Contract life cycle contract administration within a diverse DoD/IC Contacts portfolio.
  • Review Solicitation documentation and develop business proposals in collaboration with Program Management and Finance while coordinating with Subcontracts and Purchasing as required.
  • Advise Management of business risks associated with contract terms, requirements.
  • Maintain official contract records including contractual documents and correspondence with customer and respond to company data calls for assigned programs.
  • Review, negotiate and execute Non-disclosure Agreements, Associate Contractor Agreements, Teaming Agreements, License Agreements, and other types of agreements as needed.
  • Ensure compliance with Regulatory requirements and Company Policies.
  • Provide Strategic Counsel to Program Managers
  • Interface and collaborate across various departments, with Senior Leadership and Program Management, and customer counterparts.
  • Collaborate, coordinate, and communicate effectively and professionally with internal and external customers, partners, and stakeholders.
  • Adhere to the STR Code of Ethics and Business Conduct
  • Other duties as may be assigned by Contracts Management

Qualifications for a Principal Contracts Administrator:

  • Bachelor’s Degree or higher (consideration will be given to relevant experience)
  • S. Government issued ‘Secret’ Security Clearance with TS clearance/SCI eligible highly desirable; US Citizenship may be required to obtain and/or maintain a U.S. Government issued Security Clearance.
  • Eight (8) years of federal government contracting experience with DoD and IC contracts; consideration will be given to less years if experience is directly aligned to role needs.
  • Strong working knowledge of FAR/DFARS and general contracts law principles
  • Familiarity with Export Control laws and regulations
  • Ability interpret and apply Federal Procurement Regulations and related Acquisition Policies
  • Experience with various contract types and vehicles (i.e., CPFF, FFP, T&M, Cost-Reimbursement, Labor-Hour, IDIQ, OTA)
  • Experience with other agreements—NDAs, CRADAs, Teaming Agreements, ACAs
  • Experience with Commercial Contract terms and agility in assessing business risk thereto.
  • Interface experience with all Operating functions within a Defense Contractor
  • Excellent written and verbal communication skills
  • Demonstrated independent worker with problem-solving and critical thinking skills.
  • Ability to operate in a fast-paced, dynamic environment with time-sensitive, business critical under minimal supervision.
  • Advanced MS Office skills
