Job Description:

The Software Quality Assurance (SQA) Engineer Lead (Systems Analyst VI) is responsible for managing the Quality Assurance (SQA) Team within HHSC IT Administrative Applications. This position will oversee the automated and manual testing activities in an Agile/Scrum environment to ensure high-quality software and compliance with applicable policies, and procedures. A successful candidate will have the ability to shape as well as to execute on the overall testing and quality strategy for the department. The challenge of this role will be bringing automation across a wide range of technologies including Java, .Net, and Salesforce.

This position reviews and verifies functional and system requirements to create/oversee test plans that ensure project deliverables pass SQA criteria. Provides work estimates for testing activities. Assists in the set-up and maintenance of SQA test environments and tools. Collects and reports on quality statistics and metrics. Records and monitors discovered defects and SQA-related issues.

This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment, and reports to the Director of Operations.

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees SQA activities by testing web application software using integration testing, system testing (including UI tests), and black and white box testing methods. Evaluates and signs off on unit tests created by the development team and ensures a minimal of 80% code coverage using the appropriate positive and negative tests. Creates and maintains test plans, cases, and summaries. Writes and executes manual and automated test cases/scripts. (30%)

Oversees test data and performs data analysis. Defines, maintains, and organizes input and output data. Develops and maintains quality repositories to assure quality data integrity, including Microsoft SQL and Oracle platforms. Orchestrates User Acceptance Testing and ensures all activities are being followed. Creates reports (manual and automatic) showing testing results such as pass/fail, code coverage percentage, and more. (25%)

Oversees the QA team for the Administrative Applications group (mixture of contractors and regular employees) by submitting performance evaluations, approving time sheets, validating work items, taking corrective actions where appropriate, running meetings, and ensuring all direction by senior leadership is appropriately executed. (20%)

Through daily stand-up meetings, product planning meetings, and other key ceremonies, the position oversees communications and coordination efforts with Health and Human Services Commission (HHSC) agency executives, project managers, and subject matter experts regarding SQA risks, milestones, and statuses. (20%)

Participates in all phases of Agile methodology as well as other required internal Agency meetings. Other duties as assigned. (5%) Knowledge Skills Abilities:

Knowledge of software SQA methodologies, tools, and processes.

Knowledge of Java and JavaScript and the ability to write test code in these languages.

Knowledge of SonarQube, Git, SQL, and bash scripting or equivalent.

Knowledge of Jira and common test automation software such as Selenium or WebdriverIO · Next-gen browser and mobile automation test framework for Node.js | WebdriverIO

Knowledge of common test frameworks including Junit, Jest, and Nunit and the generation of code coverage reports.

Knowledge of process or systems analysis and design work.

Knowledge of Software Development Lifecycle (SDLC) process for report development.

Knowledge of software usability concepts.

Skill in performing thorough regression testing when bugs are resolved.

Skill in monitoring debugging process results.

Skill in tracking quality assurance metrics, like defect densities and defect counts.

Skill in communicating with different stakeholders to identify and gather system requirements.

Skill in reading code coverage reports and understanding good unit/integration tests.

Skill in troubleshooting and problem-solving.

Skill in verbal, written, and presentation communication.

Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities.

Ability to provide assistance by responding to inquiries from others regarding errors, problems, or questions about programs.

Ability to build consensus across multiple teams and work with teams located in different geographic locations.

Ability to provide excellent customer service.

Ability to accurately track time spent working on projects, as well the ability to accurately estimate changes or enhancements.

Ability to manage a team and ensure accountability. Registration or Licensure Requirements:

None Initial Selection Criteria:

Graduation from a four-year college or university with major coursework in computer engineering or programming, information technology, or a related field. Appropriate experience may be substituted for the required education on a year-for-year basis.

Minimum of 8 (eight) years of experience in quality assurance including manual testing, writing test plans, and writing test cases.

Minimum of 5 (five) years of experience supervising the work of others.

Experience designing, developing, implementing, and executing Test Automation Framework

Experience in quality assurance within an Agile (Scrum or similar) team.
