The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM). OIM manages a $95+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber, and commodities. This position is located in the Information Systems Section of OIM. The incumbent will report to the Information Systems Officer.
Responsibilities
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development, and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. • Develops detailed system and other functional specifications and user documentation for major systems. • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Maintains, upgrades, or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Develops tailored cybersecurity and infrastructure strategies to address OIM's specific business needs and objectives. • Liaises with OIM Service Providers such as OICT, ICC, Navisite, Bloomberg, NT and Pension Administration to supports Network Infrastructure and Security • Ensures Network security is enforced with all OIM network operations and engage with security and business continuity teams to validate requests and fulfil them. • Enforces Privileged Identity and Access Management, Data Classification, Loss Prevention, Multifactor Authentication protocols and audit any breaches on a regular basis. • Initiates ISO/IEC20000 Certification to fulfil IT Service Management (ITSM) processes across all OIM functions. • Works closely with Infosec teams on enabling Identity and Access Management (IAM) and Privileged Access Management (PAM) • Conducts and assist in cloud governance, periodic policy and procedure updates, research infrastructure enhancements, and help maintain Infrastructure functions in Service Catalogue workflows and RACI matrix. • Organizes and performs unit and integrated testing, designing, and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Develops disaster recovery plans and ensures appropriate planning and training of those responsible. • Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Facilitates communications between OICT and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT, for either specific IT services or general technology support, including any charge back mechanisms. • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. • Provides guidance to, and may supervise, new/junior staff, consultants, etc. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Competencies
Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in ICT Infrastructure and/or Cybersecurity programs is desirable.

Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. At least five years of experience in managing ICT Infrastructure such as firewalls, switches and routers is required. Experience with ticketing systems such as iNeed, ServiceNow or similar ITSM is required. Experience with third-party service providers in the ICT Infrastructure space, including configuring virtual machines, appliances, vulnerability and patch management is required. Experience with Cisco and Meraki networking is desirable. Experience with Windows and iOS endpoints, Active Directory, Microsoft M365, Azure AD, Azure Virtual Desktop is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
